Overview

Complex Twelve is a high-security aircraft manufacturing site owned by Vlocke Aerospace Industries, located in Arizona. This facility is where many of Vlocke's more mysterious and secretive clients order and have their aircraft manufactured. Both the Citadel and Phoenix II were constructed here. This was the former HQ of VAI before Roland Vlocke relocated it to Liberators Tower.

Complex Twelve has at least seven different factory areas and assembly lines for the construction of aircraft.

Worker amenities

Complex 12 has facilities for housing, feeding and entertaining the personnel that work there. Due to the high-security and secret nature of the site, its personnel tend to live within the perimeter of the complex itself. Such buildings include dining halls, apartment complexes, a Costco, a movie theater, golf course, and swimming pool.

High Security Project Area

Its eighth building, which is situated underground, is known as the High Security Project Area, and was the drydock for the Citadel aerial battleship. It was completely cleared out and refitted in order to accommodate the Citadel during its construction, and kept ready to service and repair the Citadel in the event of it being badly damaged, which has occurred three times since the ship first took flight. With the completion of Liberators Tower and a new drydock built specifically for the ship there, the Complex 12 site is no longer needed nor desired. It currently has been unchanged, but if Vlocke Aerospace Industries deems it to be necessary for another purpose, it will likely be retrofitted again into something else.

Other

It is rumored that Vlocke Aerospace Industries has a working teleporter system somewhere in the complex for use in emergencies. If it exists, which it probably does not, it is likely located in the High Security Project Area in Section 1 on the 5th underground floor at the end of the main corridor.

Sacking of Complex 12

In 2013, Complex Twelve was attacked suddenly by an unknown faction possessing incredibly advanced technology and superior weaponry that easily overwhelmed and neutralized VAI security forces in the area. The intruders destroyed propulsion system components that were about to be installed onboard the aerial battleship Citadel (still under construction at the time), and ransacked the complex, destroying all traces of the new reverse-engineered technology, while a simultaneous attack on the Vlocke Aerospace Industries headquarters deleted all files regarding the technology as well, leaving the Liberators and VAI deprived of a way to power the Citadel. Interestingly enough, the intruders were careful not to damage anything else besides their target, sending compensation in cash to Vlocke and his workers in the aftermath, and even using their powerful technology to help finish the Citadel to near-completion. Despite this, the Citadel was still missing a propulsion system, and construction halted. The damage to the facility itself was minor and repaired relatively promptly, but the site personnel and construction workers were quite shaken.
