== 1983-1991 ==
 
Artur was engineered in a Soviet facility in 1983 as an experimental addition to the Red Army.  A giant test-tube was his home until his vitals worked without help.  The nature of this experiment was to create a powerful intimidating force the the army that could fight in the front lines with other soldiers.  This idea quickly turned problematic as Artur developed a self-aware personality; within months Artur already decided that he did not want to fight in the army.  Despite his reservations there was nothing he could say in the matter so he continued training in the facility.  By the time his training completed in 1985 it was clear that the Soviet Union was in its final years.  The government was unsure of actually having Artur in the military due to fear from other soldiers and generals.  Ultimately Artur himself was considered a failure.  He had no interest in his military training and showed utter apathy to ever see combat.

They kept Artur inside and around the facility until they could figure out what to do with him.  Ultimately the project just hemorrhaged money from the Soviet Union's military until the day it collapsed.

== 1991-current date ==
 
Once the Soviet Union collapsed Artur escaped from the facility.  He could have done it sooner, but he feared for his future very much once the collapse happened.  There were talks about certain military generals claiming him or putting him up for sale on black markets.  Artur fled from the facility armed only with his claws and a set of custom Red Army experimental power armor.  He lived outside of small towns and villages, hunting and gathering.

After a few months people inside one village in particular gained curiosity about Artur after he was spotted by some hunters.  Granted, nobody believed the hunters seriously but urban legends spread through the town like wildfire.  Artur was afraid about how he would be received if he just lumbered into town and began speaking russkiy yaz'ik.

<br>One night Artur was wandering around the forests and spotted some explorers in a bit of a pickle.  The explorers had a pack of wolves enclosing in on them, so Artur scared the wolves off and then immediately tried to calm the dumbfounded explorers down.  Once the explorers realized that this bear not only saved them but could have a coherent conversation with them they told all the locals that the urban legends were true about an armored bear living outside the town.  After some time Artur was cautiously allowed into the rural town.  Artur pulled his weight by helping in various ways, like carrying wood/supplies and hunting for food.  By 1992 he was liked and trusted by everyone in the small town.  He deterred criminals, helped with disputes, and made day-to-day living significantly easier for all.

As word got out around neighbouring towns, Artur received messages from many of the particularly crime-filled ones asking for his help.  Artur felt obliged to help some of these towns.  He stayed out of high population cities for his own safety however.  Artur was more-or-less a rural hero, relatively unknown by those in big cities but a bit of a celebrity among select towns.  Artur loved helping the rural folks, but ultimately felt his skills might be of more use in areas suffering from more crime and villainy.
 
 
Now he resides in Millenium City and is fighting crime on a much larger scale.  ((WIP still!))
