The first villains Blackbird faced in Millennium City were naturally the local organized crime syndicates, which had been active in the Westside long before Blackbird began his fight against crime. Over time, more dynamic criminals emerged, often possessing derangements or disturbing personality quirks.

- Malice: Born in a forgotten Russian prison, the man that would become the revolutionary terrorist and extremist Malice grew up knowing only fear, pain, and darkness. Raised by nothing more than the world's most brutal criminals, Malice learned about oppression the hard way. After being beaten near death, and suffering gruesome facial and bodily disfigurement by a sadistic serial killer, Malice trained both body and mind until he became an instrument of destruction. He learned brutal fighting techniques from various prisoners and he honed his already gifted mind. Raising a small force of imprisoned mercenaries, Malice stormed the prison guards, killing both the warden and the man who had disfigured him with his bare hands. Following his takeover of the prison, Malice became the new warden - and he created an army of the world's most deadly and efficient killers. Striking out to free the world from the chains of oppression, Malice and his army of mercenaries have toured the globe committing heinous acts in their supposed 'cleanse'. Thousands have died at his hands, and now his sights are set upon the plague of the United States - Millennium City.
