Overview
Complex Twelve is a high-security aircraft manufacturing site owned by Vlocke Aerospace Industries, located in Arizona. This facility is where many of Vlocke's more mysterious and secretive clients order and have their aircraft manufactured. Both the Citadel and Phoenix II were constructed here. This was the former HQ of VAI before Roland Vlocke relocated it to Liberators Tower.

Sacking of Complex 12
In 2013, Complex Twelve was attacked suddenly by an unknown faction possessing incredibly advanced technology and superior weaponry that easily overwhelmed and neutralized VAI security forces in the area. The intruders destroyed propulsion system components that were about to be installed onboard the aerial battleship Citadel (still under construction at the time), and ransacked the complex, destroying all traces of the new reverse-engineered technology, while a simultaneous attack on the Vlocke Aerospace Industries headquarters deleted all files regarding the technology as well, leaving the Liberators and VAI deprived of a way to power the Citadel. Interestingly enough, the intruders were careful not to damage anything else besides their target, sending compensation in cash to Vlocke and his workers in the aftermath, and even using their powerful technology to help finish the Citadel to near-completion. Despite this, the Citadel was still missing a propulsion system, and construction halted. The damage to the facility itself was minor and repaired relatively promptly, but the personnel and construction workers were quite shaken.
