Overview
Major Julia “Defcon” Clark is a former United States Air Force fighter pilot who volunteered for a meta-human enhancement experiment publicly known as Program 13. Major Clark is currently the only active metahuman to have participated in the program. The financial costs for the project, as well as minor side effects of the experiment have given pause to further development. Major Clark's work with the Dept. of Defense will be analyzed and reviewed before it will be decided whether to accept new candidates for Program 13.
Taking her pilot call sign “Defcon” as her On-Duty Alias, Julia is a first responder for the United States and it's allies in times of super human emergency. She specializes in assessment and neutralization of metahuman threats to the United States and any U.N. Allies who request assistance. She operates under the concepts of Quis Custodiet Ipsos Custodes. Her primary duty is responding to situations involving Rogue Heroes and high priority Super Villains.
Personality
Julia Clark is the ever ready soldier, with just enough daring and moxy to be at home in the cockpit of a fighter jet. While On-Duty she is described as diligent, intense, and intimidating; Off-Duty she is generally found to be polite and good humored, however, she is known to have a volatile temper when pressed or harassed.
It is fairly well known amongst the military that Defcon has a rather low opinion of the “capes and cowls” community. She is known to be hostile and mistrusting of supers she has not worked with before, and suspicious even of those she has worked with before. Despite this, she manages to work well with super heroes, even if she doesn't always believe they are trustworthy. She has a particular focus upon protecting and assisting members of the armed forces when they are in need of Metahuman support and tends to look down on Supers who don't put as much effort into protecting police and military forces as much as they do civilians.
Julia requires communication and order when working with others, she does not suffer fools well and would rather work alone than have to put up with incompetent or disorderly individuals. Despite her temper, Julia can be incredibly patient, especially when her assignments call for it; additionally, though she tends to be suspicious and untrusting she is generally found to be optimistic, rarely accepting the belief of something being hopeless or impossible she in fact has an unwavering faith in humanities ability to persevere and overcome their own short comings. She displays strong deductive reasoning and sound logical thinking, but, Above all else, Julia is loyal and steadfast, quite willing to lay her life on the line for those she cares about and what she believes in.
History
Julia Wessex Clark was born in Dallas, Texas; her father is a police detective and her mother is a social worker. She was raised in Dallas, Texas, on a 1.5 farm lot, brought up around horses, dogs, and cats in a suburban farm environment that taught her discipline from childhood onward. As a teenager she was taught how to fly a plane by her father, a private pilot in his spare time. In every way Julia is a model American citizen; she has no criminal record, does not drink, smoke, and has never taken any drugs. She was an honors student from Elementary school all the way through College. She double majored in Applied Sciences and Criminal Psychology, while participating in Air ROTC.
History with the United States Air Force
Julia had learned to fly from her father as a teen and took to it instantly. This was part of what led her to the Air Force. She already knew she would either join the Dallas Police Department in her hometown, or the military. The decision was made for her when the USAF saw her final grades, she was inducted into the flight academy shortly after graduation. With an Officer's commission she quickly proved herself dedicated, willing, and eager to serve. For her training she was stationed at Laughlin AFB, located along the border in Del Rio, Texas. Clark excelled in her training, one of her CO's at the time praised the then 2nd Lieutenant with the comment “Flying's more natural for her than walking.” After graduation from the flight academy she was transferred to Randolph where she flew in 23 successful flight missions before her Flight was transferred to <Location Classified> for covert operations.
Julia's Wingmen
Julia's wingmen, as described in the Major's own words:
“Four of the best people I've ever met, and some of the finest military personnel I have ever had the great honor to serve with.
Big Mama - Lt. Col. James Brannon, the leader of our squadron, he earned his call sign by being the most over protective CO in the whole damn air force. He'd nag us to clean up, he'd remind us to use the bathroom before flights, he'd gripe at us whenever we took a risk in a combat situation, he'd gripe at us if he didn't have something to gripe about.
Skids - Matt Polatski, he was our funny guy, the one who was always optimistic, always good for a laugh. He's also the guy who didn't take Big Mama's advice about going to the john before a flight mission, that's all I've got to say regarding his nickname.
Winx – Alan Sharpton; we were gonna call him Reverend but he had this tendency to wink whenever he said something he found amusing, one day this led to a scene in the mess when an SO jokingly demanded clarification from Al, asking him loudly “Sharpton are you making on to me?!” We never let him live it down.
Fubar – Barry Walters. Got seriously plastered at a celebration after a close call on a mission, the next morning he was found by a superior, sitting outside in nothing but his boxer shorts. He claimed he was there to watch the sunrise, then he upchucked inches away from the SO's shoes.
Finally there was me... Defcon I got my nickname in the typical fashion. I was the only female pilot in our squadron, I had a temper to begin with and whenever “that time of the month” rolled around the guys all joked that they needed to go to Defcon 1 to prepare for it.
History with Program 13
Julia's induction into Program 13 started on the 10/13/2007, during a routine reconnaissance mission. She and her Flight were ambushed, unprovoked, by an power suited enabled attacker whose armor allowed him to outmaneuver the much larger fighter jets. In a desperate gamble to keep the power armored attacker from finishing off Walters as he retreated, under cover from flight commander Lt. Col. James Brannon, Julia engaged the attacker and lured him to a higher altitude, trusting in her aircraft to be able to resist the severe temperature decrease for longer than his armor could. The gambit paid off and her attacker was forced to retreat, allowing the remaining three jets to return to friendly territory. Although 2nd Lt. Barry Walters took damage he was able to remain in control of his aircraft long enough to reach and land at a friendly air field. 1st Lt. Matt Polatski was killed in action and 1st Lt. Alan Sharpton was shot down but survived and was later recovered from the area.
The death of Lt. Polatski and the loss of billions in government property was blamed upon the lack of proper Metahuman response and reaction time. The limited number of high tier metahuman individuals active within the armed forces was already a known weakness in the military at the time, but the October 13th incident drove the point home with the death of a skilled and well respect USAF officer.
For her actions in the sky Julia Clark was promoted to Major, and earned the Silver Star, granted for gallantry in action against an enemy of the United States. After a psychological evaluation and time off to recover from the incident she was cleared for active duty. She was approached by agents of the Department of Defense for participation in Program 13 on the day of Lt. Polatski's funeral, a short time before she was scheduled to return to active duty. By her own recollection Major Clark took roughly 48 hours to come to a decision on whether or not she wished to be a part of the program, eventually coming to the conclusion that it was something she wished to be a part of.
Program 13
Program 13, casually called “Project Defcon” once Julia Clark was chosen as the programs first operative, is a metahuman defense project operated directly by the United States Department of Defense. This Program is the culmination of research from 12 previous US Super Soldier experiments. The purpose of this program is to create and maintain a metahuman military officer, a super human law enforcer and officer of the United States Military, dedicated to defending the United States and it's citizens from all hostile metahuman forces. Program 13 is the answer to the latin query: Quis custodiet ipsos custodes? Who guards the guardians? The operative selected for the project will be trained specifically to deal with metahuman threats, at home and abroad, from villain and hero alike.
Contrary to rumor and opinion, Program 13 is not a Super Soldier Program (SSP). It is simply not financially feasible to put Program 13 into mass development. The program is intended to provide a small contingent of key individuals who meet the strenuous requirements of the program in order to be made into active duty military meta-humans akin to a metahuman Spec. Ops. force. The program is extremely expensive and time consuming, application on a large scale is simply not feasible for this project. If the efforts made with Defcon are declared a success than the government may consider funding further applicants for the treatment provided by Program 13, thus fulfilling it's intended parameters of creating a full squad of operatives with high power metahuman capabilities.
Projected Results of Program 13
Program 13 requires one volunteer of extensive military training; fighter pilots, deep sea diving operatives and astronauts are preferred as they have already undergone much of the extensive stress testing and body training required for a Program 13 operative. The actual method of providing super powers to a Program 13 operative are classified, however, the source of power for the abilities is confirmed. The principle foundations of Program 13 involve turning a human beings nervous system into a organic fusion reactor, using the natural build up of the human bodies kinetic energy and bio-electrical energy to enhance and infuse the subject with an organic energy field that they have conscious control over.
The abilities provided by Program 13 are quintessential metahuman powers seen in some of the most well known supers; these powers include: Super Strength, Invulnerability, Energy Projection, Enhanced Reflexes, Enhanced Senses, and Flight. Successful application of the Program 13 upon a volunteer will result in some iteration of all these things, the exact nature of said abilities is speculated to relate directly to the will power of the individual who receives them.
Projected Power Levels of a Program 13 Operative
Strength: 12,000+ Tons
Energy Projection: High power kinetic energy projection which can be discharged with the force of a artillery canon.
Flight: Speeds reaching excess of Mach 4
Invulnerability: Impervious to small arms fire and most forms of blunt force trauma. High powered weapons and explosives still capable of damaging the Operative, but should not be fatal.
Enhanced Senses & Reflexes: Olympic level athletic capability and reaction time, perfect 20/20 vision and a sense of smell and hearing over twice the normal range of your average human being.
Requirements to be accepted as Program 13 Operative
The power levels projected for a successful Program 13 experiment are extremely high, as such application of this program is very rare, and the Operatives selected for the program must pass a vigorous screening process. In order to be accepted as a qualifying operative in Program 13 the following requirements must be met:
- No Criminal Record at any time in the applicants life.
- No misconduct on their permanent record during education.
- A history of distinguished service in Law Enforcement or the Armed Forces.
- Submit to and pass three individual Psychological Evaluations.
- Have no history of mental illness in their family.
Upon meeting these requirements the subject must submit to training in the following fields.
- SWAT and Urban Command Training.
- Joint Special Forces Training
- Deep Sea Pressure Training
- Zero-G Environmental Training
- High Altitude Flight Training
- Hostage Negotiations
- Military Strategy
- Criminal Psychology
Side Effects of Program 13
The program currently has been confirmed to have side effects. These side effects create no threat to the volunteers well being, however, they are life altering. The side effects include: - Substantial increase in body mass; this increase is the only debilitating side-affect, while the increase provides substantial strength and resilience daily exercise is needed to maintain physical fitness and avoid the subject becoming an "amorphous blob." - Substantial increase in height. - Discoloration of the eye and minor internal glow due to kinetic force build up – Does not appear to have any negative impact on eye sight.
Program 13: Operative Defcon
Julia Clark has greatly exceeded the projected expectations of Program 13's developers. As previously stated, the power levels a Program 13 operative displays are believed to be directly linked to that individual's will power. In this instance, Julia Clark benefits from the relentless determination and resolve of a strong southern upbringing in a well disciplined family. She accepts nothing but the best from herself, and always strives to exceed expectation.
Defcon's Powers & Abilities
Strength: Defcon's projected strength level is over 20,000 tons; almost double the projected expectations of the Program.
Energy Projection: The combined fusion energy stored within Defcon's body is capable of being expelled in bursts of electrical and kinetic force. Defcon's kinetic blasts can strike with the strength of 12 tons of pressure and can be charge in such a way as to cause a kinetic explosion capable of massive area damage. In addition her electrical charges can be used for a Taser effect which she usually employs to detain a target she wishes to capture without causing serious injury to the suspect. This ability has earned her a status as Organic Artillery and her expertise are now frequently called on for precision air strikes in combat zones.
Flight: Mach 8; 3 levels higher than her projected top speed would be.
Invulnerability: Although she was not completely incapable of being harmed, Defcon can shrug off blows that even other Meta-humans would have trouble with and has withstood damage output far greater than anticipated. She is immune to all manner of viruses and pathogens. Illness and disease are now a thing of the past for her.
These powers and abilities have served Julia Clark well since she began active duty under the direction of the DoD. The levels to which she has exceeded Program 13's projected fields has resulted in an optimistic outlook from the development team, hoping that the project itself is more steady and powerful than initially expected.
Weaknesses
Very little in the physical world poses a threat to Defcon at this point. Physical attacks, fire arms, explosives, and even elemental attacks are almost completely unaffective against her. However, like most humans she is susceptible to magic and telekinesis. Her strong will gives her a good resistance to the mental manipulation of telepathy, but even this can be used against her as it would against most other humans.
Defcon's Liquid Armor
Defcon's armored one-piece is a classified project, developed in conjunction with Program 13 this unique liquid metal is made of a classified material capable of adjust directly to fit smoothly against the contours of the wearers body. The Material negates heat and cold and, in conjunction with Defcon's invulnerability, allow her to shrug of extreme elemental conditions with relative ease.
Due to the rarity and expense of the material used, the suit designers cut down on expense by turning the outfit into a one piece rather than making a full body suit. This had the added bonus of giving Defcon a more “super heroic” appearance that tested better with civilians and made her seem more approachable as other supers are and in the interest of making her less intimidating and more “Civilian Friendly.” Defcon possesses one fullbody suit, designed for heavy duty action and extreme conditions.
