Summary
The Energy-Force is a power resource that is accessed by certain metahumans with energy manipulation/projection powers. (Not all can access it, though).
Ben Stone, A.K.A Energy created this resource when he first got his powers from the Particle Station, created by one of his colleagues. Ever since, different metahumans who gained identical powers like Energy where able to access the Energy-Force and use it, with notable metahumans include, Energy, The Destroyer and Lasergon.
So far, the Energy-Force has been an excellent representation of Energy's powers and are being studied by UNTIL experts at their Headquarters.
