==Overview==
Rumor states The Hand of the Red Dragon is a long standing school of ninja or shinobi that was founded by Fūma Kotarō after his reported death in 1603 and he is still the grand master in charge to this day.  Of course the problem with tracing anything relating to ninjas or shinobi is that the only place you start with is rumors and those often grow more outlandish as you search deeper into the mystery.

What Primus has pieced together regarding this school is that it headquartered somewhere in Japans Mie Prefecture.  Actual training likely takes place all across Japan, and however culturally unlikely, may even occur in parts of China as well. The working theory is that in order to combat China's Super Team, The Tigers, more effectively, one or more Triads sent its members to train at the school.  Those students returned more capable of putting old racist dogma aside and effectively linked that Triad to that school permanently.  

The school provides training in small group combat tactics, martial combat, sabotage, espionage, and assassination.  The schools indoctrination program leaves its students all but immune to normal interrogation.  They are also instructed in a technique called 'the will to death' which causes it's user to die and causes extreme difficulty for Telepaths to glean information.

This organization may be used by anyone that wants to have Martial Artists and or Ninja as nemesis henchmen.  The point of extending the organization's location in Communist China is to create anonymity and a large divide between most players and solid information that could lead to their downfall. The Hand of the Dragon exists on some level as a trope, and cannot really be shut down; barring a great story that involves a fair segment of the community.
