Citizen 13 is a patriot above all else. He is an Army Ranger from the WWII era turned Cold War super soldier. Despite being born in 1922, he has adapted well to modern times as he has been active since 1999. An expert in small arms and hand to hand combat, 13 now puts those skills to good use as an enforcer of American Justice! He is most notable for his patriotic attire, his dual Colt 1911's, and bionic arm.

As 13 became comfortable seeing his public image in the media and noted the affects it has on the moral of service members, he began to volunteer more frequently with the USO and to give discussions to other disabled veterans on the importance of utilizing their VA benefits to help with rehabilitation. Citizen 13 loves his country, he loves his guns, and he loves to have a good time at the local VFW when the old timers get together to have a few beers.

Early Life

James Rodgers was born on July 10th, 1922. His parents owned a farm out of Beaumont, Texas. An only child, James learned how to work hard and to be self reliant while working on the farm growing up, as his father often reminded him the importance of being able to take care of yourself so you are not a burden to others. James had a deep respect for his father, a red blooded American who served in WWI and was a decorated veteran. His father never spoke much about the war, but he would always remind James about how it was a privilege be an American and taught James that freedom was every man's God given right, but sometimes people have to stand up and defend that right.

In 1938, James' father passed away. After his father's funeral, James' mother sold the farm and moved to live closer to relatives in Dallas. She had intended for James to attend a proper school and obtain a career doing something other than farm work. But James was too much like his father. In 1940, at the age of 18, James enlisted into the U.S. Army and eventually became an Airborne Ranger.

After the United States entered WWII, James conducted his tour of duty in the European campaign and saw a great deal of combat. James received a battlefield promotion to Sergeant at the age of 21 after showing a level head and a degree of leadership in combat. In January of 1945, James lost his left arm after attempting to throw back an enemy grenade that had landed in his fighting position. He saved the lives of members of his unit who had been sharing the fighting position with him.

Medically evacuated out of Germany, he was sent to Walter Reed Army Medical Center for rehabilitation. This was where he first met <a href="/index.php?title=Commander_Grey&action=edit&redlink=1" class="new" title="Commander Grey (page does not exist)">Commander Grey</a> and recruited for "Project Citizen".

Citizen 13 during the Cold War

The United States government funded Project Citizen with the intention of creating an elite force of super-soldiers for the Army Special Forces. Eventually this idea was scrapped, and Project Citizen remained separated from the Armed Forces, functioning independently and covertly. Initial recruitment targeted disabled combat veterans who were not able to rejoin the fight due to a physical impairment, yet displayed a fervent desire to get back to the war.

World War II had come to an end by the time Commander Grey had approached James. Frustrated with the fact that he would never be able to continue life as a soldier, James would often have violent outbursts during his stay at Walter Reed Hospital. A request to have him transferred due to his behavior is what attracted the recruiter for Project Citizen. James was soon approached by Commander Gray, who offered James the chance of a life time. With his mother having passed while he was overseas, and no farm to go home to, James didn't hesitate at the chance to continue his service to his country.

James was required to undergo a series of physical and mental evaluations to ensure that he was qualified for the program. While health concerns were part of the screening process, psychological testing was the primary focus. The program demanded warriors who were committed, determined and willing to do what it takes succeed. They were stress tested in an attempt to see who would break and wash out of the program. Food and sleep deprivation, physical torture tests, and mind games were all used on the candidates, despite their physical handicaps. The strong welcomed the opportunity to be treated as soldiers again, to prove that their handicaps wouldn't be their undoing.

James received a "Go" on each of the tests, and was injected with the experimental super-soldier serum known as the "US Citizen Serum".

The serum itself was a very complex formula, which made it difficult to mass produce. Rumors arose that the serum was the literal essence of American patriotism that existed in the country during WWII, harnessed into a liquid form that bestowed powers on those who drank it. Few took this seriously, however, and those who did take it seriously also believed in unicorns and underpants gnomes. The serum took about a full month to affect the Citizens. It altered the attributes of the Citizens differently and enhanced physical traits that dominantly resided in the candidate, which resulted in different results for each Citizen.

Once the process of becoming a Citizen had been completed, James joined the rest of the members of the program. James received the designation "Citizen 13" when he was added to the roster, and he was the last known Citizen to have joined the program. The exact number of candidates who have attempted to join, or had been killed in action prior to James' time in the program, is unknown as this information was lost at the end of WWII. Only a few Citizens were activated at a time throughout the Cold War, while the rest were kept in cryogenic storage. There were times during the Korean and Vietnam War era where over half of the existing roster would be activated, but it was a rarity to see more than two working together on a mission.

While all received enhanced strength, speed and endurance, the twelve Citizens who came before James each had a unique trait that held them apart from the others, such as an attribute that greatly surpassed the other members of the team, or the development of specialized skills and effectiveness with certain forms of combat. James was a natural soldier, while not displaying the lowest level of physical attributes, he did not possess the highest level of any attribute either. He was, however, able to seemingly perceive time at a greatly reduced rate, so his reflexes were extremely high compared to the other Citizens. Only Citizen 11 had higher reflexes than his own. James used these reflexes to excel as a gunslinger with his Colt 1911s.

In 1946, the main facility used as a base for the program was destroyed in an explosion. The staff of scientists working on the project were killed in the resulting fire, and all records of the serum were lost. An investigation of the incident was headed by Commander Grey. It was never officially determined who committed the acts until after the program was shut down in 1977. Due to the loss of the facility and staff, it was not possible to replicate Project Citizen. Although other super-soldier programs had occurred in WWII, and continued to do so throughout the years.

After the loss of the facility and staff, the U.S. military began implementing cryogenic storage of the Citizens who were not on mission in an attempt to preserve the program for as long as possible. The Citizens, while not fond of the cold sleep, were willing to do whatever necessary for their country and understood the responsibilities of the program when they signed up. It was a great sacrifice, to give up any attachment to their prior lives before the war, but they lived to serve their country's needs.

The program proceeded over the next few decades to rotate the Citizens in and out of cold storage to perform various missions needed by the United States. Most missions fell under "black ops" and were kept off record. Much of the program’s mission history is unknown and only those who have survived past the retirement of the program know intimate details of the missions conducted, such as Citizen 13 and the now imprisoned Commander Grey (details to follow of Commander Grey's downfall). Commander Grey was never a Citizen himself, but due to a genetic anomaly that allowed him to heal rapidly, he aged slower than normal and was able to stay in command of the program throughout the years.

During the 1950s, 60s, and early 70s the Citizens performed various kinds of assignments. This would include espionage, assassination, search and rescue, sabotage, and the training of U.S. and Allied troops. They acted as the United States unsung heroes through out the history of America between WWII, the Korean War, and Vietnam, with only whispers of their deeds ever spoken amongst the military forces of the world.

During the early parts of the Cold War, James became close friends with John Snowden, aka Citizen 11. Citizen 11 specialized in blades and stealth, a counter to James' forte in firearms and frontal assault. Personality wise, they were heads and tails. John had been born and raised in New York City and had an appreciation for finer things such as wine and expensive food, while James had more spartan tastes. James shared with John his childhood hero, "The Lone Ranger", which gave John an idea. John convinced James to paint a black domino mask around his eyes on an assignment they were partnered together on, as a homage to the fictional Texas Ranger of James' childhood, and when the rest of the Citizens saw their face paint they decided to adopt it as a gimmick that would be used by them for years to come.

As the mid 70s approached, many of the Citizens had been listed as KIA or MIA. 1976 marked the final mission of the program. Citizen 11 and 13 were the only members of the program still on the active roster. They carried out the last mission together, with thoughts of possible retirement afterwards. James had contemplated opening up his own gun store back home in Texas, and John had hopes of moving to Hollywood and working on the set of movies as an adviser for movies with military themes.

There is no record of what actually occurred on this mission. Citizens 11 and 13 had been assigned to infiltrate Soviet Russia and destroy a missile silo containing an advanced prototype weapon rumored to have utilized Qularr technology, which was said to have been impossible to do. The mission turned out to be a set up, as no such weapon actually existed. Citizen 11 was killed in an explosion, and 13 was left without a safe extraction point. He abandoned protocol of returning to his organization and set out to discover who had been behind the setup.

After being labeled "AWOL" for almost a year, Citizen 13 turned himself in to a U.S. Military base in Europe. Commander Grey was already closing down the project by the orders of the President of the United States, and informed 13 that he would be retired. Unfortunately it was not the retirement that 13 had in mind. 13 then confronted Grey with evidence he had obtained that proved Grey to have not only been the one who setup Citizen 13 and his best friend, but also to have been behind the programs initial loss of facilities and staff in 1946. Citizen 13 demanded an explaination as to why Grey had done these things, to which Grey replied that the bombing of Hiroshima cost him the love of his life. James never really knew his superior on a personal level, but he did feel a moment of sorrow for the man. But that was war, and Grey's actions since then could not be excused. Before James could bring the evidence to the Military Police, Grey managed to subdue 13 with a stun gun and place him in one of the cryogenic chambers used to store the Citizens. The chamber was later transported to a secure military installation located in Detroit, Michigan, and Grey vanished shortly after.

Aftermath of Project Citizen

Much of the information regarding Grey was obtained more recently from questioning during his time in isolation at Stronghold Prison, which is where he is still kept today. Before Grey chose to disappear, he had attempted to cover his tracks. This included mislabeling 13's storage chamber, which explained the length of time kept at the military storage facility in Detroit, and destroying any of the mission records that had been documented. However, Citizen 13 had ensured that the evidence against Grey came out in the open if anything happened to him upon his return to confront Grey. So despite Grey's attempts to cover his tracks, he soon realized that he would have to flee the States regardless. For the next ten years he hid in Soviet Russia, but once the Soviet Union was disbanded and reformed into the Russian Federation, Grey decided to return to the United States and find a new means of causing problems for the American government.

Citizen Zero
In the early nineties, during the Battle of Detroit, the storage facility that Citizen 13 had been kept at burned to the ground when Doctor Destroyer fired the satellite weapon into the center of Detroit City. Using the ensuing chaos caused by Doctor Destroyer's actions, Grey, now working for VIPER, secured the cryogenic freezer containing Citizen 13 and fled before the military could get accountability of lost assets. Grey then created a clone of Citizen 13 using the resources at his disposal from VIPER, but the clone was kept in stasis for the time being. Grey went into a period of hiding once again, and left Citizen 13's storage unit in the hands of VIPER as payment for their assistance. VIPER kept Citizen 13 at an undisclosed location for a few more years, and it has yet to be determined what they gained from the possession of 13 while in his cryo chamber.

Grey sought refuge with his contacts from old Soviet Russia, who had in their possession the body of Citizen 11 from decades prior, which they had recovered following the fateful final mission carried out by 13 and 11 in 1977. Citizen 11 had been kept on ice by the Russians with hopes of unlocking the secrets of Project Citizen for their own super-soldier programs. At the formation of the Russian Federation, a few cells still loyal to the old Soviet ways made off with the remains of Citizen 11 while the new Russian Federation managed to keep all of the research data from the project dedicated to replicating "Project Citizen".

Grey spent close to a decade attempting to help the renegade Soviets produce something useful from the remains, but it seemed their efforts were in vain. So instead, Grey and the independent Soviet faction he worked with used cybernetics to resurrect Citizen 11. They completely reprogrammed Citizen 11, making him more mindless machine than man. As far as can be told, this unrepentant Soviet faction had no support from the Russian Federation.

Meanwhile, the half-elf Samurai warrior known as <a href="/index.php?title=Kenshin&action=edit&redlink=1" class="new" title="Kenshin (page does not exist)">Kenshin</a> DeLeon had made his way from Spain to the United States on his own quest. During his travels he often found himself in conflict with VIPER. In 1999, one such conflict resulted in the discovery of the cryogenic chamber holding Citizen 13. Kenshin rescued Citizen 13's storage container from VIPER hands. This lead to the resurrection of 13 and a partnership between the two as crime fighters, traveling across the United States as vigilantes for almost a decade. Citizen 13 began upgrading his equipment and modernizing his armor during this time as well, making new contacts in the arms market and reconnecting with old friends from the Cold War that were still alive. It was not until later that he acquired his current patriotic color scheme, however, and mostly wore paramilitary styled attire. One tradition from "Project Citizen" he did carry on with was the painting of a black domino mask around his eyes, and the number "13" stenciled on the back of his armored vests. James avoided registry to PRIMUS for quite some time, possibly harboring distrust in the government from the way Project Citizen ended.

In January of 2007, the President of the United States of America sent a representative to deliver a message to the duo, stating that he had been following their work for some time, and that he not only wanted them to comply with ASPRA, but asked 13 to participate with the ongoing war efforts in the Middle East. With the dwindling popularity regarding the war in the Middle East, James agreed to meet the President and hear his proposal regarding how he should become involved. They had a very brief discussion that ended with Citizen 13 registering and accepting support from the U.S. Military with armor and equipment, in exchange for Citizen 13 taking on a more patriotic themed appearance and to try to maintain a positive image and bolster moral of the troops. This agreement lead to his first suit of red, white, and blue body armor, made of Regor Plastics and Kendrium, which he still often wears today. Next, 13 and Kenshin both spent the next 9 months serving in the Middle East, both Iraq and Afghanistan, under the guise of supporting the USO. 13 spent his first month in Baghdad, Iraq doing meet and greets, which gave him the opportunity to occasionally sneak a beer to some soldiers. Once settled in, he would covertly work with Special Forces units that operated in and around the Baghdad area. The second half of their tour spent in Afghanistan mirrored that of their time in Iraq.

Citizen 13 still considered himself to be independent from the Military at the time and upon their return to the States, they continued their crime fighting efforts as a duo. They received positive reviews in the media and became very popular with members of the Armed Forces since Citizen 13 used the same warrior ethos from when he himself served, and that was something they were able to relate to and appreciate. On a personal level, James felt a great deal of satisfaction by serving his country again in a more public manner. He always believed in protecting his country from foreign and domestic threats, but given his past, he was grateful for the opportunity to continue his service by his own means.

In 2009, the duo was asked by the POTUS to head to Millennium City during the Qularr Invasion to assist in its defense. Kenshin later went on record discussing 13's personal reaction towards the Qularr invasion, saying; "James had become fervent with preparation for the upcoming battle. He began singing cadence in his sleep and spent hours preparing his weapons and armor while awake. He had even engraved an American flag on the back of every copper jacketed .45 ACP slug he had personally hand loaded. I thought he had lost his damn mind, but I guess I had never seen him so passionate about defending his country from such a big threat before."

Kenshin and 13 fought bravely along with many other heroes including(but not limited to) super heroes like the Champions, the Michigan National Guard, soldiers of PRIMUS, and the MCPD. Once the fighting was over, they were among many new and old heroes to be celebrated by the people of Millennium City.

Kenshin and 13 made their way to the desert once the invasion had been repelled and beacons destroyed. PRIMUS and UNTIL had asked for aid from all new and old heroes with stabilizing matters elsewhere, so the duo decided to then help with the Irradiate outbreak that had occurred outside the military base of "Project Greenskin." 13 personally believed these Irradiates, and Grond, were the results of a failed super-soldier serum conducted by VIPER. However, he has NO evidence whatsoever to support this belief. To this day 13 still finds himself volunteering to deploy in the desert to assist in military operations there, especially when the operations involve fighting VIPER.

Citizen 13 returned to Millennium City after his time in the desert. He began conducting routine patrols for MCPD and assisting with the aftermath of the Qularr invasion. 13 eventually found himself outside of Guardian Tower, home to <a href="/index.php?title=The_Guardians&action=edit&redlink=1" class="new" title="The Guardians (page does not exist)">The Guardians</a>. The POTUS had recommended that Citizen 13 check them out since he intended to stay in Millennium City for a time. Kenshin was still on his own personal quest to avenge his parents murder, and decided to leave the city once again. Kenshin and 13 said their goodbyes for the time being and parted ways.

The Return of Commander Grey

It did not take long for Commander Grey to hear of 13's return to the world. Once he found out that 13 had begun to establish himself as a hero amongst The Guardians, he set forth in motion a plan that involved killing Citizen 13 and replacing him with the clone. Commander Grey unleashed his minion, Citizen Zero, into the city to wreak havoc and to get 13's attention. Citizen 13 first encountered Zero when he responded to a bank robbery in progress. 13 and fellow Guardian, <a href="/index.php?title=Red_Jackal&action=edit&redlink=1" class="new" title="Red Jackal (page does not exist)">Red Jackal</a>, attempted to capture Zero before he could escape. But once they confronted Zero 13 realized that this was his old friend, John Snowden, aka Citizen 11. Caught unprepared and unhinged from that discovery, Zero escaped from a distraught 13.

It did not end there. Grey had also commanded the clone of Citizen 13 to follow James when he was off duty. It did not take long for James to realize he was being followed. 13 and a few Guardians attempted to confront the clone, but he always managed to vanish before they could learn anything.

Using Citizen Zero as a front to get 13's attention, Grey lured 13 and a team of Guardians, with <a href="/index.php?title=Hu%27Szsersvn" title="Hu'Szsersvn">Hu'Szsersvn</a> (also known as Hugs) and <a href="/index.php?title=Atomic_Boy" title="Atomic Boy">Atomic Boy</a> among them, to a secret installation built on an island inside a volcano. The Guardians defeated Citizen Zero, but realized soon after that the installation was actually built as a trap. Citizen 13 attempted to save his old friend from the tormented shell that was Citizen Zero and was lost in a subsequent explosion that caused the installation to fill with molten lava. The Guardians did a search for Citizen 13, but a body was not found. It was presumed at that time that Citizen 13 and Zero both perished in the destruction.

The clone was sent back to the city by Grey to infiltrate The Guardians. The clone only had memories prior to 13 waking up in 1998, so he would not be able to remember any of the current events in James' life. The clone also did not possess a bionic arm like James. The clone of James Rodgers arrived at the doorsteps of Guardian Tower regardless.

Steelguard, the original and current leader of The Guardians during this time period, did not know what to make of this lookalike. The doppelgänger appeared to have sincere intentions that even fooled their psychics. It was apparent that he was a clone, however. As many members of The Guardians were still reeling from the supposed death of Citizen 13, they felt obligated to help this clone. <a href="/index.php?title=Steelguard&action=edit&redlink=1" class="new" title="Steelguard (page does not exist)">Steelguard</a> designated him as "Citizen 14", but Hu'Svsersvn(who had the closest partnership with 13) wanted to call him "Clono". Citizen 14 was questioned thoroughly and it became apparent that this clone was greatly confused as to the recent events. He seemed to be aware of quite a lot of recent events, but it almost seemed like he did not quite understand what it all meant.

After a few weeks of questioning and therapy, "14" was temporarily inducted into The Guardians and monitored closely. Citizen 14 conducted daily life much how 13 would have, the daily patrols, the drinking of Shiner Bock, and even tagging along with Hugs and other friends of 13, despite how awkward it was.

Due to hidden activation codes deep in his subconscious, the true purpose of the clone was not discovered until later. Eventually the programming built into the clones brain became active, and Commander Grey's plans began to unfold. Using his newly acquired "Guardian" status, Citizen 14 took up a mission involving the oversight and protection of a new "super soldier" formula that was still in its developmental stages, the Grond XI formula. This Grond formula, property of the United States Government, was said to have been an improved version of what VIPER had been producing until stopped by another group of super heroes. Grey desperately wanted to get his hands on it in hopes that it would again halt his now rapid aging.

Citizen 14 attempted to steal the formula, but was thwarted by Francesca Peretti, aka <a href="/index.php?title=Ordnance&action=edit&redlink=1" class="new" title="Ordnance (page does not exist)">Ordnance</a> (who also had been an intimate friend of 13's prior to his supposed death). The Guardians arrived to detain Citizen 14, but during the fight Ordnance had become exposed to an extremely toxic type of nanite. The nanite replicated and spread through her body, and no cure could be found. Citizen 14 and the Grond XI formula were kept at Guardian Tower under lock and key for the time being. The Guardians authorized Hu'Svsersvn to interrogate the clone for information. A report of that interrogation was kept on file at Guardian Tower, but was later lost after its destruction.

Meanwhile, on Monster Island, Kenshin was busy tending to Citizen 13's recovery. Kenshin had followed Citizen 13 into the base but had remained hidden to maintain an element of surprise incase anything went wrong. Kenshin again saved Citizen 13's life. Once Citizen 13 made his recovery, they reported back to the Guardian HQ.

Commander Grey was furious at the disruption of his plan. Grey had been aging faster and faster over the last decade and be was becoming desperate for a chance to retain his age. So in a last ditch effort, he contacted Citizen 13 to make a trade. A cure for Ordnance in exchange for the Grond XI formula AND his clone. A meeting was set between a team of Guardians and Commander Grey. Grey demanded that the clone would be allowed to bring the formula to him and that once they had successfully escaped, he would give them the location of the antidote for Ordnance. Of course, The Guardians saw this coming, and a plan had been made to counter Grey.

By using an extended amount of resources offered by President Michael Wilson, Citizen 13 had located Grey's secret hide out a few days prior from when the meeting was due to occur.

The day of the meeting, Citizen 13 retrieved the antidote by infiltrating the base and neutralizing Commander Grey's henchmen while members of The Guardians confronted Grey. Stalling for time while awaiting to hear from 13, the Guardians allowed the clone to take the formula to Grey. 13 called over their communications system that his mission had been a success as Grey took the formula from the clone. The Guardians sprang into action, Luminaire and Hugs leading the charge.

Grey used the clone of 13 as a distraction, however. He ordered the clone to kill himself, who apparently had no choice but to comply to the order given. The Guardians that witnessed the suicide stated that the clone looked fearful in his final moments as he carried out the actions that ended his life. Grey used the time that the Guardians spent trying to resuscitate Citizen 14 to get a head start in his escape, but 13 arrived just in time to helped the Guardians on scene in apprehending Grey. Unfortunately, Commander Grey ingested the formula during the chase before his apprehension, although nothing happened after Grey ingested it. Hugs claimed that it was due to the fact that she had urinated in the vial containing the formula first. This was not true, however, because Grey did start to mutate from the formula over the next few days. The Champions assured The Guardians that Stronghold would hold Grey, even after his mutation began to change him into a hulking monstrosity. Grey's transportation to Stronghold was supervised by Citizen 13 to ensure that Grey was placed into cold storage without incident.

To this day, the former commander of Project Citizen is still kept in Stronghold's cold storage program.

Citizen 13 and The Guardians

"The Guardians? Yeah, I was with them for a while. Worked with some outstandin' folks while I was a Guardian. But some were real ate-up individuals too." - Citizen 13

13 was a member and recruitment officer of The Guardians from September of 2009 until it's fall in June of 2010. He also participated in the reform of The Guardians under the new name, <a href="/index.php?title=The_Ultimate_Guardians" title="The Ultimate Guardians">The Ultimate Guardians</a>. 13 served under three different leaders during his time as a Guardian, Steelguard, <a href="/index.php?title=Atomic_Boy" title="Atomic Boy">Atomic Boy</a>, and <a href="/index.php?title=Orion_Prime" title="Orion Prime">Orion Prime</a>.

Citizen 13 rose rather quickly to an officer position in the recruitment department under <a href="/index.php?title=Hocus_Pocus&action=edit&redlink=1" class="new" title="Hocus Pocus (page does not exist)">Hocus Pocus</a>, who was their head recruitment officer. Hugs also shared a promotion with 13 into the recruitment department of The Guardians. After the reform of The Ultimate Guardians he was the head of recruitment for a short time before he made his departure from the organization to participate in Operation Iron-Bound.

Other roles Citizen 13 and Hugs shared in for The Guardians was maintaining the Arms Room at Guardian Tower and running new members through the Agility Course, which was founded by Hugs under the idea that you should be in physical shape enough to pursue even basic criminals without the use of your super powers. In 2010, prior to the fall of Guardian Tower, 13 also lead the "Guardian Reaction Unit for Neutralizing Terrorism", or GRUNTs.

During his time in The Guardians 13 made a lot of friends, and he made a lot of people angry also. He did not always agree with the leadership of the group. This was mostly due to his cynical views and sarcastic comments, which often rubbed other officers the wrong way. He did, however, get along with most of the members of the organization and often made it a point to tag along on patrols with newer members and to assist anyone else requesting assistance.

The Fall of Guardian Tower/The Rise of The Ultimate Guardians

"The 12th of June started out like any other day, but it would end in flames and bloodshed. VIPER struck when most of the Tower´s inhabitants were asleep, secure behind the electronic defenses of the Tower, and watched over by the ever vigilant eye of the Tower's Artificial Intelligence, code-named VIOLET.

It will never be known how the virus entered the mainframe, but all available evidence points to an inside source bent on destroying the group. Unfortunately, the traitor or traitors will never be truly known and neither will their motives. It mattered little if it was greed, jealousy, or simple stupidity that led to this desperate attempt to destroy the Guardians, but the unknown traitor forgot one thing: Towers may crumble and fall, but ideals stands forever.

The Virus entered the mainframe at 0315. By 0317, it had infected all the sub-data banks and rerouted the security protocols to disable the IFF system of the Tower thus categorizing the Guardians themselves as enemies of the now corrupt system. Most of the Guardians that fell during the assault did so in their own beds, killed in their sleep by a system designed to protect them but now turned a mortal enemy. Rooms sealed shut, poison gas leaking out and machine gun turrets teared through the heroes as they tried to escape the deathtrap that they used to call home.

Many made it out the hallways and common areas just to get gunned down by the VIPER commandos entering the lower floors and fighting their way toward the command center, the very heart of the Tower. Led by a terrible woman who seemed to share her human features with those of a snake, the VIPER troops were able to conquer most of the Tower before the Guardians had time to reassemble or call in their allies to help them in the battle.

As VIPER´s gyrocopters swept in towards the now undefended Tower and a series of controlled explosions led the central area in ruins the surviving Guardians had no other choice but to abandon their home in order to save themselves. A few brave members of the group stayed behind to give their friends a chance to save themselves. Their fates were still unknown as the Tower collapsed with a giant cloud of dust and a thunderous roar heard all over the city.

The aftermath of the destruction of the Tower left many surviving Guardians demoralized, homeless, and broken. Citizen 13 had lost a few close friends that day. He had believed his good friend, Kenshin DeLeon, to of been among them. <a href="/index.php?title=Orion_Prime" title="Orion Prime">Orion Prime</a> and the remaining staff of The Guardians, including Citizen 13, rebuilt their old group under the new name, "The Ultimate Guardians". VIPER continued to be a threat while The Guardians rebuilt themselves from the ground up. Many of them were angry at what had happened, and it was noticed by local law enforcement when they would respond to scenes of crime handled by Guardians. Even the military would occasionally find VIPER cells brutally dispatched, largely due to the 13/Hugs duo. This lead to Citizen 13, Hugs, and a few others departing from The Guardians on less than friendly terms, as the other officers and members wanted to start getting back on track with proper use of force continuum. Many of the GRUNTs followed 13 in his exit of The Guardians.

It didn't take long for Citizen 13's actions to attract the attention of the U.S. Military. He began to join in on military operations against VIPER on a regular basis and developed strategies that became standard use by many other military forces engaged against VIPER forces. These joint military operations that included Citizen 13 and other former Guardians in an effort to wage war against VIPER were soon dubbed "Operation Iron-Bound".

Iron-Bound

"We have been wounded sorely. Yet still we stand, with fire in our eyes and valour in our hearts. Let them think us beaten. We shall teach them otherwise." - The POTUS




Operation Iron-Bound: After the fall of Guardian Tower and the formation of The Ultimate Guardians, Federal and State governments agreed that the terrorist organization known as VIPER needed to be dealt with immediately, especially with VIPER now knowing the whereabouts of the Serpent Lantern. President Michael Wilson authorized "Operation Iron-Bound" at that point, along with many other military operations that would endeavor to protect America from VIPER.

On July 11, 2010, the POTUS addressed the nation with a speech announcing military action against VIPER. He did not go into specific detail, but gave a short outline involving the use of joint military and super hero forces. At the end of the speech, the POTUS took questions from reporters. Included below is a transcript of question and answers following the speech:


POTUS: I am now willing to answer questions.

(Reporter from NBC raises hand)

POTUS: Yes, Steven?

Steven: Sir, we have heard rumors of an 'Operation Iron-Bound' already being conducted. Word is that it will operate outside of the Geneva Convention? Could you elaborate on this particular operation?

POTUS: Preposterous, Operation Iron-Bound falls well within the rules of engagement set forth by the United Nations!

Steven: Could you tell us about how it is to be conducted, Sir?

POTUS: Hrmmm, well, it is very similar to Operation Igloo Freedom and Operation Sleeping Pancake. Many of the operations will be conducted as these previous operations had been.

Steven: Wha... Operation Sleeping Pancake? Igloo Freedom? Sir, I've never heard of these operations.

POTUS: Good, that is because they are classified.

Steven: (looking slightly dumbfounded) So is Operation Iron-Bound classified then, Sir?

POTUS: (pauses to touch his ear, then looks to Steven) No.

Steven: Well, once again I would like to ask how this operation will be carried out?

POTUS: The group organization stratagem is reminiscent of Operation Latex Bookshelf , but anyone from Operation Latex Bookshelf would tell you that.

Steven: (sighs, slightly exasperated) Well, Sir, could you elaborate on that operation then and shed some light for us that have never heard of 'Operation Latex Bookshelf'?

POTUS: There are some things that man was not meant to know. One of these things is the horrors of Operation Latex Bookshelf.

Steven: Mr. President! Is there ANYTHING you can tell us about Operation Iron-Bound?!?

POTUS: (touches his ear again, distracted, then looks up again to Steven) Yes.

(long wait, then Steven catches on that the POTUS does not intend to continue)

Steven: Mr. President... Will you please tell us something about this operation?

POTUS: It's classified.


What is known about OIB is that a joint group of U.S. Special Forces and a select group of registered super heroes made a collaborated effort to reduce the presence of VIPER across the U.S. using any means necessary. An official roster of registered heroes does not exist, as some of the heroes involved did not wish to be targeted by VIPER once back in the limelight of regular super-heroism. Citizen 13, however, made it a point to let VIPER know that he was involved, and that they were more than welcome to save him the trouble of finding them first.

Operation Iron-Bound lasted approximately six months, from August 2010 to January of 2011. The operation was declared a success, but most of the credit for the reduction of VIPER activity was given to the armed forces and registered super heroes that the media was able to follow. Whether OIF was the major cause reduction of VIPER cells operating in the United States or not has yet to be revealed as OIF will likely remain classified for the next couple decades.




Iron-Bound Inc

After OIB, the heroes involved returned to Millennium City. For some this was an easy transaction, while for others it was hard to see that their actions during OIB had gone unnoticed by the general population. Citizen 13 was use to this though. It came with the job, and he may have preferred it that way. He began conducting patrols for the MCPD and taking on various assignments for PRIMUS again.

It wasn't long until he met Gearhead, a former Army Engineer who had inherited a great deal of wealth and great big robot arms. Two of them. Sponsored by PRIMUS and given authorization by the POTUS, Citizen 13 and Gearhead formed a new group on January 31st, 2011, under the name "Iron-Bound Inc", which was named thusly as a tribute to the heroes and heroines of OIB. This new group shares similar goals as other super hero organizations did under UNTIL or PRIMUS, but was often tasked with a few of the "dirtier" jobs from PRIMUS. They conducted patrols in Millennium City and were deployed to various combat zones across the States against VIPER or other similar threats and had a great public image, and they were professional and discrete about the more unsavory work requested of them. Gearhead and 13 did draw a line with PRIMUS a few times regarding a couple of assignments, but all in all the new organization proved to be a success.

Iron-Bound Inc included many of the individuals involved in OIB, such as Hugs, Penny May aka "Speeding Bullet", Paroxysm, and occasionally Elysion. Gearhead brought in a lot of new faces to the group as well, but Citizen 13 rarely took the time to get to know the newer recruits, much to his discredit.

Elysion eventually fully retired from crime fighting to raise his kids while his wife went off to her original plane of existence. Hugs became busy assisting the newly arrived Hive to establish a living area for them in the city and to adapt to day to day life in America. And Citizen 13 grew distant from the rest of the group he helped found. His spirit burned with the desire for battle against greater threats to America yet again. This lead 13 to leaving Millennium City once again to work along side military forces in parts of the world such as the Middle East and parts of Africa. There were also rumors of 13 returning to North Korea once again at the end of 2011, but there is no evidence to confirm this.



Present Day

"Pain is temporary, the American Dream is forever." - Citizen 13

Towards the end of 2011, James went off the grid. The last anyone had heard from him was that he wanted Francesca Peretti and Hugs to make use of his place in Millennium City during his absence. No one has gone on record as to why James took such an extended leave of absence, and since his return to Millennium City in the last month he has yet to comment on the matter either. Now that he has returned, he seems to have linked back up with his usual team mates, Elysion, Hu'Szsersvn, and Ordnance.

Since his return, Citizen 13 has been tasked with bringing in Erik Royal, the former CEO of the Black Wolf mercenary corporation. Royal was recently found guilty of war crimes in the Middle East, as he authorized and participated in the slaughter of an entire village of civilian personnel in Iraq. Shortly after his sentencing, Royal escaped from custody just outside the courthouse and has evaded the authorities since. Royal is known to command advanced cyborg soldiers on the battlefield and will often wear military grade power armor, all of which is believed to be at his disposal since his escape.

To assist 13 in his endeavors, Elysion has developed 13's latest armor to encompass a great deal more protection than before, all the while enhancing the mobility of the wearer.

Project Citizen Inheritance

"Believe in your Justice." - Citizen 13

Citizen 13 is a Soldier. Genetically altered with a serum created for "Project Citizen", he has increased strength, greatly increased endurance, and extremely high reflex's. In situations of duress and high adrenaline, time seems to slow for 13, giving him the opportunity to calculate a well placed shot, avoid an attack, or execute a blow to his opponents body.

James' muscles and bone structure were strengthened to the point of being able to lift slightly over a thousand pounds. The addition of bionic support from his left arm and parts of his spinal column were noted as only a small contributor for performing this feat.

He can travel at approximately 24mph when at a dead sprint. While quite the fastest man in the world, and one of the slower members of Project Citizen, James made up for this "shortcoming" with an impressive display of endurance. When tested for endurance, he went for 36 hours and 21 minutes of nonstop strenuous activity before reaching physical exhaustion. His endurance also allowed him to go without sleep for several days while conducting the daily military training routines of regular Army troops.

All Citizens experienced a greatly improved immune system. The Citizens seem to be immune to all known infectious diseases, bacteria, and virus'. Dangerous airborne toxins are filtered out in the lungs, and any poison or toxin that enters the bloodstream will be neutralized if the Citizen experiences even a small rush of adrenaline. This explains why 13 is able to enjoy the affects of his Shiner Bock beer, but never become intoxicated while on the job.

His body's healing factor is also substantially superior to a normal individual. He is capable of making a full recovery from broken bones or gun shot wounds in a matter of days. His blood clots quickly when severely wounded, but this only seems to occur while experiencing a surge of adrenaline. Otherwise, minor cuts bleed as normal.

While pain is still an issue to 13, he has displayed the willpower to overcome most forms of pain inflicted from combat related injuries. His natural willpower to overcome pain combined with his enhanced healing factor has given many of his foes the impression that he does not feel pain. This trait of 13's was later dubbed "Patriotic Fervor" by President Michael Wilson, and the media continued to sensationalize it.

Military Training and Experience

13 has also received extensive military training regarding hand to hand combat, firearms, explosives, and operating military vehicles. This, combined with the traits received from the serum, has made 13 a deadly instrument of war.

By the time the Qularr Invasion occurred in 1965, 13 had proven himself to be an expert in hand to hand combat. Various forms of mixed martial arts were taught at the beginning of Project Citizen so that they could adapt to the fighting style of any opponent. 13 mainly focuses on crushing blows to vital areas of the body that would quickly disable his opponent.

While being an expert at hand to hand combat, Citizen 13's forte was with shooting pistols. 13 absolutely loved his M1911's and would often be seen shooting two at a time. 13 developed a form of close quarters combat that employed his knowledge of hand to hand combat, his bionic arm, and his akimbo pistols that allowed him to deal devastating attacks to his opponents. Besides his dual .45's, Citizen 13 was trained to be an expert with a wide variety of firearms, including various assault rifles and light machine guns.

Citizen 13 doesn't just have the training, he has the experience of conducting countless high risk mission throughout the Cold War era. He is often viewed as the "old man" of most super hero organizations he has been a member of. This is mostly due to his experience in the field, not his actual age, which he is approximately 40 years of age after subtracting years spent in cryogenic storage. Although Citizen 13 is past the age most members of the Armed Forces find themselves eligible for retirement, he's not showed any signs of slowing down.

Classic Patriot: Most of the armor used by Citizen 13 reuses the same color scheme of the American flag; red, white, blue, and a white star. His classic body armor, which he wears most of the time, is a combination of Regor plastics and Kendrium. This armor is capable of stopping most calibers of handgun ammunition and most rifle calibers as well, including 7.62x51mm AP rounds. This armor would likely be too heavy for a regular soldier to perform acrobatic feats in, but is extremely comfortable compared to most standard issue body armor used by the U.S. Military. Citizen 13 has many spare suits stored in hideouts scattered across the United States.


Vibora Era Heavy Armor: During the Vibora Bay incident, 13 used his first suit of heavy armor. An experimental armor prototype issued by the US Military, it was capable of withstanding multiple hits from most energy and plasma based firearms, however. When asked what he thought about the armor, 13 stated that while he believed it would become useful to members of the military engaging in heavy assaults, he did not see a use for it when fighting vampires and werewolves, as it was a bit cumbersome. Thus, he opted to return to his classic attire for the rest of the Vibora Bay campaign.


Unidentified Battle Suit: Since his return to Millennium City from his year long absence, 13 has been seen wearing the heaviest level of armor he has worn to date. It appears to be of a battle suit than body armor, not much information has been obtained on the capabilities of this suit however. It is believed to be the handy work of 13's long time friend, Elysion, once again. Most likely it is comprised of kendrium, but it could possibly have some questionite plating as well, seeing that Elysion has been attempting to acquire as much as possible lately.

Bionic Arm: Some of the world’s first cybernetic appendages had been designed specifically for "Project Citizen", and James received one of these to replace the left arm he had lost. This appendage was able to perform just as well as the real thing and, for obvious reasons, was more durable. It wasn't until later that newer versions of these limbs had the ability to punch through walls and the like. Since the Citizens were able to heal quickly, they adapted extremely well to their new appendages if they had required one. Over the years 13 has had his bionic appendage upgraded as options became available.

In 2008, 13 had an energy shield installed by the hero, Elysion, which can be deployed in an instant for protection against kinetic projectiles such as bullets and shrapnel. It is possible to overload it give enough of a force strikes it, but it is more likely that if a hit that hard were to hit the shield that 13 will be lifted from the ground and sent flying. Since returning from OIB, Citizen 13 allowed Elysion to add questionite reinforcements to critical parts of the arm, but it is still a majority kendrium. Even without the energy shield, the bionic arm helps defend against opponents whose blows have the potential to crush his bones, despite his strengthened bone structure.

The arm includes a multitude of small tools for any given situation. A few examples are a small hard drive for data storage, a universal electronic key card for low to medium level security doors, and a defibrillator ability built into the palm.


Repulsor Boots: Jump boots are implemented in all of 13's armor, allowing him to jump to even greater heights than what his already enhanced strength allows. He also uses them to slow descents from great heights and assist in offensive and defensive acrobatic movements.


Military Grade Teleportation Device: This device is also used in all of 13's armor designs, the teleporter has a very small charge that usually allows two or three uses before needing a recharge. It is so rarely used by 13 to the point that many often forget he even has it.


Medical Kit: Citizen 13 comes prepared for just about everything. This kit is one he has put together based on needs from personal experience. It includes(but is not limited to) adrenaline shots, biofoam and quick clot agents to plug gun shot or shrapnel wounds temporarily, quick stitch kit for the nasty cuts that quick clot can't seal, quick deploy splints for bone breaks, a compact universal joint brace(again designed by Elysion) that can be used on any elbow or knee injury, and point of contact numbing agents designed to reduce pain to the targeted areas of application.


Explosive Charges: 13 doesn't always have the patience to quietly unlock a door with a set of lock-picks, and you can't synchronize bashing in two or three hinges at once with a bionic fist. That's when a tiny bit of C4 comes in handy. And sometimes you just gotta blow a lot of shit up, so break on out that RDX and let's have ourselves a BBQ. And remember the golden rule. "Cool guys don't look at explosions. They blow shit up and just walk away."

Citizen 13 owns more firearms than a major gun store. He collects, trades, shoots, and restores firearms as a hobby. His firearms of choice for when on the job are not always the most practical weapons that the modern day gun world has to offer, but he's a highly opinionated American who is very picky about what guns he uses for every day carry. For one, he prefers American made weaponry:


Colt 1911 .45 ACP: THE handgun of America! Most notably, 13 carries two Colt M1911's. Originally he used his first two M1911's from WWII, one belonging to his father and the other being the one issued to him during his own time in service. After joining The Guardians, however, he began collecting a variety of 1911's. Always the Colt snob though, he upgraded his every day carry pistols to the Colt 1911 XSE "Colt Rail Gun" in 2011, when Colt put the "100 Years of Service" scroll on all 1911's manufactured during that year. And when conceal carry is necessary, he opts for the Colt 1911 New Agent .45 ACP instead of a smaller caliber CCW. In Citizen 13's experience, an opponent wearing body armor would almost always be able to continue a fight when shot with smaller calibers, but the mighty .45 ACP almost always takes the fight out of targets wearing light body armor due to the high energy dispersed by the larger caliber bullet when it strikes. And with a simple change of the recoil spring, 13 could employ the use of the awesome power of the .45 ACP +P, a solid solution to those wearing a bit heavier armor that could potentially cushion the wearer from feeling the full force behind a standard cartridge.


As the M1911 .45 ACP was created by John Moses Browning, who was a devote member of the Church of Jesus Christ of Latter Day Saints, James Rodgers truly believes the 1911 to have been a weapon bestowed to America by God to assist in wartime and conflict. Because of his "spiritual" belief, he has often used his old Colt GI M1911's for exorcizing demons from this plane of existence, even without the use of "holy bullets". The 1911 is his holy weapon, and that conviction is, more often than not, enough to get the job done.


Colt Anaconda .44 Magnum: Made in America! 13's opinion is that Dirty Harry would have been a lot cooler if he had used this hand cannon instead of the Smith and Wesson Model 29. A bit of a collectors item these days due to the fact that it's been well over a decade since Colt halted the production of these beauties. A bit impractical for 13's shooting needs, but he has been known to carry them from time to time.


Colt M2011 XSE Pistol: Made in America! In 2011, Colt released a new line of firearms that emitted a beam of super heated focused light. The high amount of energy in the beam causes the immediate surface area of a target to be vaporized in a small explosion, effective against most armor used by troops on the battlefield. Also has been found to be extremely effective against certain kinds of vampires. These firearms are somewhat of a rarity, as Colt made a limited production of them. Typical of Colt to manufacture a great firearm for a short period of time to ensure collectability.


Colt Mustang XSP .380: Made in America! 13 despises the .380 caliber cartridge. Although if he has no choice but to shove a handgun down his pants and hide it between his butt cheeks, then the Mustang XSP is where it's at.

Bushmaster ACR(Adaptive Combat Rifle): Made in America! Citizen 13 loves the ACR. It's beautiful, it's practical, it's expensive. Chambered in the standard NATO 5.56mm/.223 caliber Remington cartridge, this rifle is designed to be able to fill any role needed on the battlefield by being easily modified, whether it be a Designated Marksman role and needing a fast barrel change, or a heavier round and using the 6.8 Remington SPC by replacing the barrel, bolt carrier, and magazine.


Ares Shrike 5.56: - Made in America! When the USMC decided they wanted to find an alterative to the M249 to add some flexibility with their choice of a SAW in the more mobile units, Ares productions stepped up and said "Here! Try this sexy beast out!"

While ultimately the USMC opted for H&K's 416 rifle, redesigned it the M27 Infantry Automatic Rifle, Ares continued their development of the Shrike system. It is lighter than most other LMGs and offers an extremely high rate of fire as well. Unlike the M27 IAR, if the barrel does begin to overheat, it can be swapped out in a similar fashion as the M249. It also can be accessorized with that is AR-15 compatible.


M60E4/Mk43 Machine Gun: Made in America! Ever since Vietnam, James has had a fondness for the M60. A belt fed machine gun that fires the larger 7.62x51mm NATO cartridge and made famous by films such as "First Blood", "Rambo: First Blood Part 2", and "Missing In Action". This light machine gun was the U.S Military's primary squad heavy weapon until replaced by the M240 Bravo, which is the big brother of the M249 SAW. While 13 believes the M240B and the SAW M249 are both great weapon platforms, they are both originally manufactured by Fabrique Nationale, which partially explains 13's decision to stick with the old classic. The M60 is still in use by the Navy SEALs and Army Special Forces. Sadly, there are very few instances where it is truly plausible to need this much firepower while working with local law enforcement. Otherwise, 13 would carry this hoss all the time.


Mossberg 500 12 gauge: Made in America! While Citizen 13 owns a wide variety of shotguns that are much more expensive than the Mossberg, 13 prefers the reliability and simplicity of the Mossberg pump action, from the super shorty version to the "full size" 20 inch barreled combat shotgun. The fact that this shotgun is the U.S. Army's standard issue shotgun may also have some influence on his decision to pick this shotgun over the Remington 870.


Hand Grenades: On top of firearms, a variety of grenades are often seen being used by Citizen 13 such as the M67 Fragmentation Grenade, M18 Smoke Grenade, M84 Stun Grenade, M15 White Phosphorus Grenade, and M7A2 CS Gas Grenade. Typically 13 carries less than lethal grenades such as the gas grenades or flashbangs when conducting patrols for the local authorities.

James' off duty car when he's cruising around Millennium City. It's supercharged V8 engine produces 662 bhp and 631 lb-ft of torque, and a claimed top speed of 202 miles per hour (325 km/h). It sports a personalized paint job and graphics. Totally custom, son.

The Extreme Prejudice is a heavily modified, beefed up, supercharged Shelby Mustang on steroids. It's equipped with a FRAG V armor kit and uses a mechanical assist device to open and close the doors due to their weight from the added armor. It also uses Emergency Escape Windows in case the vehicle doors become too badly damaged to open.

Work Life

Crime Fighting: When working alongside local law enforcement or performing tasks for PRIMUS, Citizen 13 follows the use of force continuum. If a criminal threw a punch, 13 threw one back with his bionic fist. If a criminal pulled a knife, 13 drew his Colt. He does not always kill his opponents when he pulls a gun, however, as he knows it is his duty to use the lowest level of force possible to defuse a situation. This will usually apply to local gang members, purse snatchers, drug dealers, etc.

There are times when Citizen 13 puts aside that mentality and uses a more "aggressive" approach. If innocent lives are at stake, 13 will not hesitate to end the life of a criminal. He is professional and efficient and aims to disable whenever a situation allows, but will not tolerate risking innocents to spare a criminal.

A Soldier at Heart: Due to his aggressive nature and to-the-point tactics, the military will, from time to time, seek to deploy 13 and his partner, Hugs, on high risk operations that would normally end with high friendly casualties. When deployed as such, Citizen 13 will fight like any trained professional and make decommissioning the enemy his primary objective and assisting wounded civilians a secondary. The idea is that if you worry too much about saving each wounded individual, it leaves openings for the enemy to continue to cause more damage. Making the enemy a priority removes that problem. It should be noted that the only time 13 shoots to critically wound or kill is when he is deployed alongside U.S. military forces, and it becomes a risk factor to friendly troops to do otherwise.

Government Work: There are those times when Citizen 13 is called upon to carry out special objectives for his country. Most of these tasks are the same kind he performed during the Cold War. He is particular as to what assignments he is willing to accept, however, and will only undertake an assignment if he feels it serves the best interest of the people of the United States, and not some politicians personal agenda.

Most of the information on record pertaining to this kind of work is classified, but in January of 2010 it was reported by the North Korean government that Citizen 13 had assassinated one of their key military leaders, destroyed a power plant, and killed dozens of North Korean soldiers. This claim was disproved, as the United States government provided evidence showing that James Rodgers was on a leave of absence from the Guardians and enjoying some down time in his home state of Texas. The evidence included photographs, airplane tickets, and a video recording of 13 purchasing his favorite beer from a liquor store located in his home town in Texas. Some still question the validity of the evidence given.

Combat Style

"You ever go into a fight thinkin' there's no point givin' my best, I'll get another chance later? We only ever get one shot." - Citizen 13

Melee: Citizen 13 is, as stated before, an expert on a wide variety of hand-to-hand combat styles. From boxing to karate, kickboxing to judo, 13 has just about mastered them all over the years. However, his preferred style is Muay Thai. Being able to deliver those punishing knee and elbow blows, especially with the use of his mechanical arm, gives 13 the most satisfaction in melee. Although most of the time he blends the various styles together as a mixed martial artist would.

13 can and will implement his 1911's in the mix of his melee combos if his opponent forces him to use lethal force(or just a good pistol whipping).

Firearms: Citizen 13 prefers his Colt 1911's above all else. If asked why that is, he will typically respond with "Because there is no handgun more American than a 1911." Besides the history of the 1911 .45 ACP firearm, Citizen 13 prefers the .45 ACP cartridge over other cartridges due to its reliable stopping power and precision. The .45 ACP's stopping power is way more effective against armored opponents compared to the 9mm, simply due to the higher kinetic energy that the larger caliber would deliver to the target upon impact. 13 also opts to use single stacked magazine 1911's instead of a High Capacity 1911, partially because single stacked 1911's and their magazines are known to be more reliable, but also because he finds joy in reloading(that moment when you drop your magazines and insert two new ones. When you depress the slide lock, letting the slide go forward into battery, chambering that first round of a fresh magazine... Mmmmmmmm).

Other than the 1911, 13 has a fondness for any American made firearm. He will generally use the most practical and effective weapon at his disposal. Which now a days there is not much that isn't available to him, save custom, individually built and personalized firearms. He also dislikes most energy and plasma based weaponry manufactured these days. If he can't make the ammunition himself then he doesn't trust it.

Social Life

A personality profile shows Citizen 13 as straight forward, assertive, and opinionated. Some people who have worked around 13 have called him "egotistical" and "arrogant". 13 often displays a flippant attitude towards high ranking authority figures, but there are those he does trust, such as the Former POTUS Michael Wilson. He sometimes portrays a cynical or sarcastic attitude even when among his friends. He believes in enjoying life as much as possible while he can, even though at times it is at the expense of others. 13 is social enough in public hangouts meant for super heroes, such as Club Caprice. He seems to prefer to socialize with friends he has worked with and developed a sense of trust in, but is not afraid of making new friends. It should be noted that he tends to downplay the heroic deeds of extremely powerful super heroes, at least until he feels they did something worthy of recognition. He is not always an ass, but he does show a distaste for show-offs and those who display a great deal of enjoyment of being in the spotlight.

Being a Texan, James enjoys drinking his Shiner Bock beer. When 13 is drinking he is usually a lot more laid back and easy to get along with, rarely is he violent while under the influence of Shiner Bock beer. Even with his resistance to toxins, somehow 13 has found a way to enjoy the effects of alcohol without having to consume large amounts of it.

Citizen 13 is frequently seen joking around and fighting crime with whom many assume to be his official crime fighting partner, <a href="/index.php?title=Hu%27Szsersvn" title="Hu'Szsersvn">Hu'Szsersvn</a>, AKA "Hugs". James seems to enjoy hanging out with this crazy bee mostly because of her passion for firearms and gun fights, but she is also fairly entertaining in social situations.

Romance is not something James particularly seeks out. However, he has had an on again, off again relationship for the past few years with Francesca Peretti, aka "Ordnance". Their lifestyles do not really allow much time for romance, as James himself has spent more time out of the country in the past couple years, and Frankie has also been busy with her own operations.

Besides work and going to bars, James often seeks solitude in his secret hideout where he spends his time enjoying the peace and quiet while reloading his own ammunition.

Political and Societal Views

13 has many cynical opinions regarding the politics of the United States, and tries to avoid getting involved whenever possible. He does believe in doing whatever is needed to protect the people of his country, however, and that it is the duty of the stronger nations to help others when they are in a time of need. Because 13 is a soldier, he does tend to lean more towards Republican views over Democratic ones, but is more open minded to new ideas than most would think him to be.

Politicians themselves often have mixed views of 13, as they do with any controversial subject. He's old, experienced, dangerous, and a relic of the past. Yet at the same time he is loyal to his countrymen, and that attribute, along with his skill set, has made some people very interested in 13. James is perfectly aware of these political animals and their intentions, which is why he chooses to remain unbound by any legal contract to a government organization, which keeps him free to pick and choose his assignments.

Despite his flaws as a hero, he seems to be quite popular among members of the United States military, and society in general. This is likely do to the fact that he is easier for most service members and regular civilians to relate to in comparison to the more straight laced patriotic super heroes in today's world. That is not to say that he is preferred over others, mind you. Other combat veterans generally have a great deal of respect for 13 simply due to his service record, as he is a prior service WWII Veteran and served as a government operative throughout the Cold War era, including both the Korean and Vietnam War.

She has been noted to have been at one time a major player in The Guardians. Likely still resides somewhere in Millennium City.

<a href="/index.php?title=Sylexia" title="Sylexia">Sylexia</a> Drake - Sylexia Drake is a time traveling freedom fighter, sent back in time to either impregnate or protect Citizen 13! Actually, that last bit isn't true, but Sylexia did come from the future to save it. James has the utmost respect for her and her mission. Was briefly a member of The Guardians. Last believed to have completed her mission and moved on to enjoy a quieter life, as she had always said it had been a one way trip.

It's been years since 13 has heard from her. He wishes her the best of luck and a life of happiness.

Current whereabouts are unknown.




Iron-Bound

Both Elysion and Gavriel took part in Operation Iron-Bound as well. Elysion moreso than Gavriel, as she is an angel and she had more important tasks to deal with since they have moved from Millennium City. (Or... out for tea?!? Wait... oh, woops. Never mind!) Currently Elysion has retired and moved back to Millennium City to raise his latest child since the boy didn't seem to be gifted with angelic powers as his older siblings had. Now Elysion funds and runs the newly reformed "Iron-Bound", taking on odd jobs that PRIMUS or the local PD request assistance with.

One of 13's oldest living friends, although he was thought to have died in the fall of the Guardian Tower. Kenshin returned somehow and joined 13 and his crew in their service to the POTUS in Operation Iron-Bound. Kenshin was also a GRUNT during his time with The Guardians. Currently he has returned to operate under the leadership of Elysion in the reformed "Iron-Bound Inc.".

Most recently Rodgers had disappeared for a year and left little word to any of his friends, including Peretti. Since his return, there was a brief time where the two were known to be living together, but as of late 13 and Ordnance have not been seen together.

Fellow GRUNT and good friend. Dimmy can easily out drink 13 when they engage in drinking competitions, but it should be noted that Dimmy also makes worse decisions while drunk than 13. Dimmy had participated in Operation Iron-Bound with 13 and is currently employed by "Iron-Bound Inc." again.

Whether this "Heaven" is the same from the Bible or just another dimension of patrons believed to have adopted the Bible as their own doing, well, that is up for debate.

Eventually Penny also joined The Guardians and became a GRUNT, and like the rest of the GRUNTs followed 13 into OIB. After OIB she returned to Millennium City and worked with 13 again for a time there before 13's last absence from Millennium City. Current whereabouts are unknown.

Hired by 13 after OIB during a period of time when 13 helped run a scaled down crime fighting organization called "Iron-Bound Inc" in Millennium City. Cam's bisexual tendencies were very hard for Citizen 13 to get use to at first, but since working alongside each other in Iron-Bound Inc, 13 has let go of his stance of being against homosexuals and bisexuals.

(OOC side note: Since it is not official CO lore that the POTUS is Michael Wilson, or has ever been, in game the character will often just be refered to as "The POTUS". I don't usually contradict CO lore, but this character really was a lot of fun to be associated with. Any IC conversations with President Michael Wilson may often end up refering to other leaders of nations as being super mech warrior driving bad asses. Commander Gray

"You wanna know why I don't agree with the idea that followin' orders blindly is a quality of a good soldier? This man is why. A good soldier should always be aware of what he is fightin' for." - Citizen 13

Real name unknown. At the start of WWII, Gray was selected to run Project Citizen after showing an aptitude for command and revealing that his aging process is much slower than the norm. His fall from grace was largely due from being turned down as a recipient of the Citizen Serum, and having a natural obsession with obtaining power. He hid his ill feelings for years, which is a testament to this man's patience and ability to hold a grudge. Over time, he believed that the Soviets could deliver to him a super soldier serum of his own that would be even better than the one used in Project Citizen. And while the Soviet Union most certainly could have done this for him, it is unknown as to why they never did when they were still active.

Gray was taken into custody by Citizen 13 and a handful of other super powered individuals from the group known as The Guardians in 2010. He then was taken to Stronghold prison and placed into Hotsleep. He remained their until his death, which occurred May 2013. The cause of death has yet to be fully determined, but it appears that the Hotsleep stasis chamber holding Gray malfunctioned.

  • Powers/Skills: A brilliant tactician, slowed aging process, and due to the Grond X formula- super human strength and durability.

Citizen 11

"John was the best of us. Always keepin' the mood from gettin' too dark, always able to make ya laugh..." - Citizen 13

John Snowden was once a patriot and a fellow Citizen of the same unit as James Rodgers. His unfortunate death and resurrection as a cyborg at the hands of a Soviet splinter cell lead to him becoming more machine than man. Likely done to spite everything Project Citizen stood for, Gray had arranged this entire plan with the Soviets. John Snowden was eventually confronted in battle by James Rodgers in 2009. Snowden was initially the dominator of the fight, but since he had seemingly lost the ability to think for himself, his fighting style became repetitive, which allowed Citizen 13 to easily counter his attacks and defeat him in battle. The fight between them lead to the destruction of the Soviet splinter cells facilities however, which seemingly vaporized Snowden as well. To this day, Rodgers has yet to forgive himself for failing his friend a second time.

  • Powers/Skills: John Snowden was always good with a blade, and fancied himself a swordsman. The cybernetics used to resurrect him have made him faster and more durable.

Erik Royal

"PRIMUS called me for this, I didn't call them. This isn't personal, this is justice." - Citizen 13

Erik Royal is the former CEO of the Black Wolf security contract company that was involved in multiple incidents of mass shootings while working in the Middle East in 2007. He was found to be directly involved with half of the cases and personally authorized most of the other incidents that occurred. In May of 2013, Royal was found guilty of multiple counts of conducting war crimes and mass murder. Upon the reading of the guilty verdict, however, a small army of cybernetic robots forced their way into the courtroom and aided Royal in his escape.

  • Powers/Skills: Royal was beyond wealthy prior to losing his company, and he invested heavily in preparing for an "apocalyptic situation" and/or a societal collapse. His prized possession is a highly advanced suit of power armor equipped with state-of-the-art weaponry.

  • Despite being from separate planets, 13 and Hugs fit with each others fighting styles and can coordinate attacks without any communication between the two. Because of their compatibility in a firefight, they have stuck together through thick and thin. Many assume Hugs to be 13's pet, but 13 indeed sees Hugs as an equal partner-in-crime fighting.
  • The only organization that 13 has allowed legal rights to produce "Citizen 13 related merchandise" is AAFES.
  • 13 is a huge supporter of the USO and has assisted in many USO related events to help raise the morale of troops deployed in various combat related areas.
  • 13 loves his Texan beer, believing it to be his patriotic duty to drink only Shiner. Of course, Shiner beer was started back in 1909 by a Czech family. A little irony in choice of brew by Citizen 13.

  • When 13 first decided to wear a patriotic themed costume in the late 90's, he debated on wearing a cowboy hat to represent Texas. Kenshin ultimately talked him out of it.
  • Citizen 13 has a huge collection of firearms. Besides his personal 1911's from WWII, 13's favorite guns in his collection include a Singer Model 1911A1, a Colt "100 Year Anniversary" 1911, and a Colt Anaconda .44 magnum.
  • Citizen 13 loves Rambo movies. For a Halloween costume contest one year, he and Hugs dressed up as John Rambo and his love interest, Co, from "Rambo: First Blood Part 2".
  • Bruce Willis' character, John Smith, from the movie "Last Man Standing" used duel 1911's. The way the character was depicted reloading his 1911's during the movie is the same method Citizen 13 uses to reload duel 1911's. 13 likes to tell people that the movie did base that reload style off of him, but that is highly unlikely as 13 was unfrozen by Kenshin the same year that "Last Man Standing" was released.
  • Most of 13's equipment is managed by Elysion, a brilliant designer of power armor. But 13's first real costume was given to him by President Michael Wilson when they met to discuss the Qularr invasion of Millennium City in 2009.
  • Citizen 13 reloads all of his own ammunition and performs any firearms maintenance that the average gun owner would require a gunsmith to repair.
  • While Citizen 13 is mostly neutral regarding political parties, he is a hardcore 2nd Amendment supporter and has attended many Pro 2nd Amendment rallies.
  • Many people have assumed that James is some sort of "ladies man" due to his flippant attitude towards serious relationships. Full Metal Jacket simply means that there is a copper jacket covering a lead ball, one reason being so stupid people do not get lead poisoning from sucking on their fingers after handling ammunition.) (If a rifle does not have an option to select a mode of fire other than from "safe" to "semi-auto", then it is not an "assault rifle".) (A 30 round magazine for an AK-47, AR-15, or any other modern semi-automatic rifle, IS NOT an "extended magazine". Thirty rounds is a standard magazine.) (And people, it is 2013, not the 1880's. Almost ALL handguns are now "semi-automatic". So when you are reporting a crime on the news station, stop putting a huge emphasis on the "semi-automatic" description of the handgun and trying to make it sound scarier. The only time I see criminals using revolvers that require you to manually cock it after every shot is those stupid cowboy robots out in the desert.)

  • I, @maxymus, did not know anything about 1911 firearms prior to 13's creation , other than they were old as dirt and used in WWII. Fate?
  • 13 is an intentional homage to Steve Rogers and Bucky Barnes' versions of Captain America. Unintentionally, elements of Metal Gear have appeared in 13's storyline.

Insert magazines simultaneously into magazine wells and ensure they are seated properly. Return less dominant hand pistol to less dominant hand. Depress the slide lock buttons, allowing the slides to return to battery and chambering their respective rounds. Shoot to kill(Sorry, old Army brainwashing kicking in on that last part, instead just be ready to fire).

But the principles and ideals his father instilled in him helped mold James into the kind of soldier he is.

During his time in The Guardians, he was noticeably the most cynical member of the group. Especially as time went on and more people were into hugging and socializing than fighting crime together.

While he does often follow use of force continuum, 13 will not hesitate to ignore rules and get his hands dirty if he feels justified in his actions.

He has been gifted enhanced abilities that make it easier for him to fight, but the real heroes are those who are willing to put themselves in danger to protect the innocent despite not having meta human gifts and those who dedicate themselves to improving the lives of the less fortunate. 13 will generally show discomfort with being called a "hero", but he does understand the importance his role has on the moral of others, and will not make a big fuss over being called such.

<a rel="nofollow" class="external text" href="http://tvtropes.org/pmwiki/pmwiki.php/Main/AchillesHeel">Achilles Heel</a> - Citizen 13 may be more durable than even the toughest of non-meta humans, but he shares most of the same personality traits, and flaws, as any normal person. Being overly protective of his girl is one of 13's biggest "personal problems". Frankie Peretti is one person whom he would do anything to protect. She may be tough, and a firearms expert thanks to her innate ability to handle any given weapon, but 13 has been known to make irrational decisions to keep her out of harms way. It has yet to be tested as to just how far he would go to save her, but James hopes it will never come to that.
