Captain Justice (real name Steven "Steve" Steele) is an adventurer who flies around Millennium City, Canada, Vibora Bay, the Southwest Desert and Monster Island to set right what had gone wrong.

History

Early Life

Born and raised in Detroit before it became Millennium City, the mild-mannered Steve Steele always had a passion to uncover the truth buried beneath the dust of time. Drawn to the mysteries of forgotten civilizations, he became a respected archaeologist specializing in myth-tech and pre-human relics - artifacts dismissed by most as legend. His work soon attracted the attention of UNTIL, for whom he conducted several high-profile excavations.

The Discovery

While leading an excavation in a long-buried ruin beneath the Mesopotamian shrub desert focused on a rumored civilization believed to predate even the Lemurians, Steve unearthed the Aegis Reliquary - a sarcophagus-like containment unit forged from unbreakable alloy and marked with dire warnings in dozens of extinct languages.

The Incident

Upon contact, the relic activated. Radiant energy surged forth, rewriting his biology and initiating what ancient myth-tech engineers had called the Behemoth Protocol - a failsafe designed to empower a worthy mortal in times of moral collapse. Steve was chosen not just for his proximity… but for his unwavering sense of right and his dormant pre-human genetic markers, which were activated by the Aegis Reliquary through the Behemoth Protocol.

His bones resonated with cosmic frequencies, and visions of forgotten civilizations and fallen heroes flooded his mind. He understood: the ancient world had been failed by its protectors. He would not allow history to repeat itself.

An Old Friend

Steve awoke days later, concluding that he had transformed. Now empowered by the Aegis Reliquary with superhuman strength and resilience, he had become the living embodiment of forgotten justice. But before he could begin his new path, he rushed home to share his transformation with his parents… and found a nightmare waiting.

Their home was destroyed. Furniture shattered. Belongings ransacked. And amidst it all: his parents, lifeless on the floor. The culprit was a dark figure in black armor with a ditto cloak and helmet surrounded by the undead - one who revealed himself as Victor Lazarus, Steve's former best friend and colleague.

Victor told that he stumbled into a pit after being blinded by the same radiant energy that surrounded Steven, and that he had been left for dead by the crew. Consumed by bitterness and resurrected by dark forces, he blamed Steve for his death. Steve pleaded for understanding, but Victor was beyond reasoning and the two got in a fight, with Steve emerging victorious against Lazarus and his undead minions through sheer brute strength and force of will.
The sight of his parents' lifeless bodies had Steve consider giving Victor the same treatment that Victor gave them, but he decided against it - killing would after all not be true justice. Mere vengeance.

He therefore took the unconscious Lazarus to Millennium City's Westside Prison, where Defender, the leader of the superhero group the Champions, helped arrange Lazarus’ incarceration. At Defender’s urging, Lazarus’ memories of Steven were erased to prevent further obsession should he ever escape, during which Steve himself arranged his parents' funeral.

The Birth of a Hero

After burying his parents and mourning for a week, Steve rose — not just from grief, but with purpose. He still felt the responsibility of the power given to him by the Aegis Reliquary and refusal to fall like so many heroes before him did. Thus, he went to the Millennium City Power House to train his newfound powers through the simulation of the Qular invasion.

During the simulation, Steve felt himself grow in power; he could clobber with even more strength, and striking his enemies with a certain combo even prevented them from retaliating.

After the simulation, the Power House's Head Trainer helped Steve awaken the latent symbiotic core within his chest that was created by the Aegis Reliquary. Controlling this core through sheer force of will grants him the ability to fly.

Grateful for this, Steve went to the Power House's Tailor, and Captain Justice was finally born.

He became a flying juggernaut wrapped in an unshakable purpose and unwavering conviction to defend the weak and innocent beyond against threats both modern and ancient, fueled by loss and bound by a forgotten code: accountability, honor, duty, legacy, and truth — no matter how heavy they are to carry.
Though gifted with mythic power, Steve remains grounded, believing first in diplomacy. But when that fails? He brings the reckoning.

But he knows that justice isn't just punishment - it's responsibility. It's healing. And above all, it's not a weapon. It's a shield.

When Captain Justice appears overhead, villains remember: You can bury the past… but sometimes it digs back up.

Because someone had to become the hero he wished had come… before it was too late.

Appearance

Steve Steele is a seventh generation American male, mostly of English descent. He is a 6'3 tall man with an athletic build that doesn't really unveil his true physical strength. His black hair is fashioned in a neat haircut and he is clean shaven, well-groomed and properly turned out at all time as a means to look as nice as he is. He speaks pure American English, with a hint of sarcasm thrown in every now and then.

As Captain Justice, he wears a nigh-indestructible and mostly red spandex suit with a shield emblem on the front, blue sides and underarms, blue rubber gloves and boots, a red mini-cape, and a blindfold to symbolize that “justice is blind”. However, the blindfold is actually see-through from one side; it merely serves as the aforementioned symbolism and to keep his identity secret.

Personality

Steve is a very personable and friendly person, always willing to lend a helping hand and act silly to provide some comic relief, although he's also known to be quite sarcastic. And though quickly frustrated, he has yet to actually lose his temper at all; indeed, even in some extraordinarily stressful situations, he managed to control himself.

It is safe to state that Steve will continue to display good manners and stand up for the underdog, especially in the face of injustice.

Philosophy

Captain Justice's mindset is very much like a traditional superhero; kind to innocents and allies, punishing to those who harm them. He has a deep respect for all life, but cannot simply stand by when one individual makes the life of another miserable, and therefore has a very strong code against killing, unless absolutely necessary to make sure the perpetrator would never harm an innocent again. It is therefore questionable if he strikes enemies with as much strength as he really has; it's more likely that he constantly holds back to knock them out and prevent that he'd kill them.

Powers, Skills, and Attributes

Archeo-Cosmic Physiology: Steve's body was rewritten by the Aegis Reliquary's Behemoth Protocol. He has superhuman strength, durability, and can survive in extreme conditions. He still needs to eat, sleep, drink and breathe, but his body is resistant to extreme temperatures and pressure.


Superhuman Durability - The radiant energy has augmented Captain Justice's bodily tissues, making them much more resistant to physical injury than the tissues of a normal human. He can withstand high caliber bullets, falls from great heights, powerful energy blasts, and great impact forces without sustaining as much injury as a normal human would. He is not invulnerable, however, and prolonged exposure to damage can bring him down.


Superhuman Strength - He is much, much stronger than an ordinary human, able to lift cars and severely damage metallic objects with his strikes, if not outright destroy them. This strength also allows him to leap several feet horizontally, striking his target right after, clap his hands together to stun enemies with thundering sound, and take a small jump for a stomp to wreak havoc in his immediate surrounding area. However, his strength becomes most devastating when he focuses it into a singular haymaker punch that has an impact powerful enough to send targets flying.


Superhuman Stamina - Captain Justice's mutated musculature generates less fatigue toxins during physical activity than that of a normal human. He is able to at least exert himself at peak capacity for several hours without tiring.


Temporary Invulnerability - Striking an enemy repeatedly with a certain combo or simply concentrating for a split second allows his body to generate a force-field that protects himself from further harm. In the latter case, this invulnerability lasts for only a very short while, but it should be efficient enough to have Steve remain the shield of justice that he is.


Accelerated Healing - Should he still be harmed, his body will repair external and internal organs much faster than a normal human would due to his superhuman metabolism.


Flight - He can manipulate gravimetric fields through a latent symbiotic core within his chest — a remnant of the Aegis Reliquary. The maximum speed he can reach while in flight seems to be just above running speed. This will also keep him out of harm's way if he manages to fly high enough fast enough.


Super Speed - Having recently acquired this power, Captain Justice is able to travel at speeds much higher than that of a normal human's.

Archaeological Knowledge - Having been an archaeologist brought with it a necessity to have a vast knowledge of ancient civilizations and relics.


Technical Knowledge - He has constructed his wrist-computer entirely on his own, confirming that he is quite knowledgeable on this field as well.


Combat Training - Years of field work (and close calls with relic cults) left him a proficient brawler and tactical thinker.

Captain Justice has a Mighty physical strength, enough to lift between 10 and 50 tons.

Endurance

He can perform strenuous activity for up to 24 hours before becoming tired due to his Superhuman fortitude and sheer determination when facing difficult challenges.

Agility

He is Alert enough to easily avoid attacks from a single target, and can get around when fighting multiple targets at close range thanks to his coordination and reflexes. He can also narrowly escape from objects incoming from afar.

Speed

Steve's running speed is somewhat Accelerated above that of a normal human that engages in regular physical exercise, allowing him to move at speeds between 30-50 MPH. His flying speed, however, is higher than this and can be built up or even at its maximum after a brief concentration. Recently, however, his leg muscles have become strong enough to have him reach a running speed that no ordinary human can reach.

Fighting Skill

Steve is Experienced enough to know how to defend himself, using the striking power from his mutated strength through his fists to end fights. His combat rating and accuracy with close ranged attacks makes him a force to be reckoned with.

Steve has a Basic combat rating and accuracy with long ranged attacks, preferring to get up close and personal with his targets. This includes munitions, bows, power armor weaponry, energy projection (elemental, magic, force), etc.

Durability

Captain Justice's Unbreakable augmented physique leaves him sturdy enough that his bones are incredibly difficult to break on top of having skin that is impervious to bullets. He can therefore withstand a lot of physical punishment. While striking enemies, however, he can even generate a forcefield that temporarily leaves him Indestructible, during which nothing can harm him.

Resistance

The Captain has a Superior resistance to elemental, magical, and energy based damage, toxic environments. It requires people to possess better trained abilities to do harm to him. While he has his forcefield up, he even becomes outright Invincible to this damage.

Steve has a Gifted IQ of 130, leaving him with a sufficient capacity for knowledge and problem solving abilities.
