History of Fleur d'Amiens

The Order of the Fleur de Lis



The title of Fleur d'Amiens cannot be properly understood without knowledge of the Fleur de Lis Order. Which in turn, cannot be understood without taking into account the political climate of France after the second World War. Many French heroes came to prominence during the German occupation, assisting the the Free French Forces. One in particular, Le Papillon, was the very first hero to be granted the title of Fleur de Paris, and led the Order from its inception.

The Order was instituted in 1959 as one of the first acts of the current President, Charles de Gaulle. Originally it was conceived as an institute of higher learning and a paramilitary organization that specialized in the training and upbringing of super-powered individuals. It's mission was to ensure that the citizens of France were never again left unprotected from the threats of the outside world, be it the encroachment of fascism or the private ambitions of the wicked.

During this time the French government had taken great pains to enforce the registration of meta-humans and regular examinations for potential among the populace had become routine. This was difficult to stomach for many of the population and as necessary as the behavior may well have been it had an overbearing and totalitarian air about it that was difficult to ignore. Some historians now believe the institution of the Order was to lend a feeling of nobility to these individuals. Both to remove the sting of being singled out from the general public, and to inspire those who were bestowed with great gifts to use them in the service of their country.

Those within the organization that exemplify its values and seek to serve as a hero of the people are given the title of "Fleur", usually associated with a city or a region that they are to be responsible for within their country. It is customary for a Fleur to be entitled and responsible for the region of their birth but this is not always the case. If that area is currently represented another will be substituted. Examples of such titles are Fleur de Paris, Fleur d'Orleans, and Fleur d'Avignon.

The governing body of the Order is largely a democratic meritocracy. Many issues are decided by votes cast from all current Fleurs. In instances where an issue cannot be clearly decided in this way the final decision rests with the current Fleur de Paris, whom also holds the responsibility of running the Academy itself.

Though associated with the Ministry of Defense, and subject to its regulations, the Order is not officially military in nature. This is deceptive in many instances as Fleur cadets undergoing training in the Academy are often given ranks and titles. The administration of the students daily lives is easily comparable to a private military school but none are compelled to military service. This is merely an attempt to use proven methods to instill discipline in the minds of cadets that may very well be faced with extremely trying circumstances if they went on to pursue a life as a full fledged Fleur de Lis.

Since their founding the Order has successfully produced some of the finest heroes the world has ever seen. They are so successful in fact that the Fleurs have now become the backbone of French military defense, often being deployed to support military troops in countless engagements. Today, Fleurs have become a foundational part of UNTIL forces and their operatives can be seen in almost every country in the world.

The Early Years



Claudette was born in the city of Amiens, France. She grew up in the St. Leu quarter, raised by her parents, Henri and Vivienne Simineaux. When she was six years old it first became apparent that she was quite different than her playmates when they discovered her levitating some of her toys. A series of tests done after this incident led to the discovery that a genetic mutation in her DNA caused her cells to radically differ in the way they produce and conduct bio-electricity. Her body produced natural electromagnetic fields that allowed her to manipulate the objects around her. This seemed to come quite naturally to her.

As the years progressed and this ability became more defined she found it exceedingly easy to alter her own momentum. She began taking larger and larger risks to test the limits of her inertial control. By age 15 she had already begun base jumping. By age 16 she no longer used a parachute. Her natural affinity for manipulating the physics of motion enabled her to slow her descent efficiently enough to leap from the top of Amiens Cathedral with no fear whatsoever of harm when she hit the ground.

The Fleur de Lis Academy

The Fleur de Lis Academy, the main grounds of which are pictured above, is the most prestigious center of learning for super-powered individuals in all of France. The campus is located within the 4th arrondissement of Paris along the River Seine. You can get a clear look at Notre Dame Cathedral from many of its windows. This institution is the base of operations from which the Order of the Fleur de Lis manages its organization and trains its cadets to be the Fleurs of the future.

Claudette entered the Academy when she was seventeen years of age. Her initial demonstration to the enrollment committee is a story that's still told to incoming students today. To demonstrate her kinetic abilities she requested a cannon kept on the grounds be fired in her direction, confident she could halt its approach. Despite several objections due to safety concerns, the Fleur de Paris agreed to this trial. As the most accomplished telepath in the Order, it has been theorized that she deduced the eventual outcome long before the shot was fired. When the cannon went off Claudette was, for the most part, successful. She used her abilities to rapidly slow down the ball but it dragged along the ground and bounced up and out of her control. Momentarily panicked, she tried to guide it to a safe landing but it careened through the window of the mess hall and landed in the center of an unoccupied table, much to the astonishment of nearby cadets.

Over the course of her studies, Claudette developed both a love of philosophy and a loathing relationship with authority, likely reinforced by the former. Were it not for her exemplary performance in her areas of expertise it's likely her inability to conform to proper etiquette and endless need to ask questions of her instructors would have eventually been grounds for his dismissal. This was often overlooked in favor of the staff's curiosity. She was a kineticist on paper, but unlike many that had graced the halls before her she seemed unable to develop her ability beyond a very short range from her person. Usually this would be a colossal hindrance but the magnitude of force she was able to generate within that space spiked higher than any student they had previously taught.

An unexpected incident cut her days as cadet short when a hostage crisis gripped the city of Paris, France. Though she was not authorized to leave the grounds during this emergency she snuck out to assist her fellow Fleur de Lis, the Fleur d'Avignon, with whom she had become quite close. When she arrived the situation was grim. Fleur d'Avignon had been wounded and one of the hostages had been executed. At great risk to herself, Claudette subdued the gunman and managed to save the remaining hostages with no further casualties. Expecting to be expelled upon her return, Claudette was surprised to discover that the Order had found an alternative punishment. She was denied attending her upcoming graduation ceremony because she was being immediately promoted and given the title of Fleur d'Amiens for her selfless heroism and initiative.

The Fleur d'Amiens



Claudette took to the position surprisingly well. Because of her age and outspoken nature on both politics and current events, within the bounds of her own country she became a household name. Stories of her exploits made headlines. This could be attributed to two things. The first was that her methods were provocatively flashy, and the second was that she went to great pains to distinguish herself from her fellow Fleurs. She was criticized at one point in the newpapers, accused of vanity for wearing a brighter uniform than her compatriots, to which she responded in that her job was best accomplished when all eyes are fixed upon her. A brighter target tends to draw the eye, and as a front-line operative that predominately used her abilities to become a human shield, this criticism subsided as logical.

It wasn't long before her efforts at home caught the attention of UNTIL and UNITY. She was given assignments in several major cities around the globe. After a catastrophic incident that involved the fatal loss of one of her team she requested to leave her original squad and be transferred to the United States. She worked in New York for a time, spent a few months in Washington D.C. and several years in Paragon before appearing in Millennium City. It was here that she began to truly make her mark establishing formal ties between the Fleur de Lis and the United States. She voluntarily shared her service records with PRIMUS and worked along side their operatives on an UNTIL authorized visa.

Aside from being accepted as an ancillary member of UNITY she managed to gain acceptance in the American based organization known as the Ultimate Guardians. Their Phoenix Tower became a sort of home away from home for her as a Stateside base of operations. Though sometimes difficult to separate her loyalties in a black and white fashion she managed to bridge the gap between being a Fleur and Guardian fairly well. It has always been a worry to her imagining a scenario where these two world's might oppose one another. It's still uncertain to her whether her newfound loyalty to the Guardians could trump her obligation to her original oath as a Fleur.

Though she has not yet spent a great deal of time in the city she's gone to great lengths to represent both the Fleur de Lis and the Republic of France as best she can. She understands that her presence as an emissary of sorts reflects upon her nation as a whole and acts accordingly wherever possible. She can occasionally be seen giving talks at UNTIL committees on the important of international cooperation in global threats, speaking both from her individual experience, and experience as a Guardian.

Most recently she received accolades for being a part of the team that saved Westside from near total destruction at the hands of Tichandrus, a displaced creature that normally resided on Monster Island. The Guardians were able to subdue the creature and it has been safely transported by PRIMUS forces back to its natural habitat.

Kinetics and Areas of Expertise

Mutant Powers


Kinetic Absorption Fleur d'Amiens primary and most noticeable ability is her capacity to absorb and manipulate incoming physical forces of motion and energy. This can take many forms, from sapping the kinetic energy in heated molecules near an open flame or draining the inertia from a fired bullet. While this power can appear awe inspiring in action it comes with a price. Her abilities to use this energy to her advantage is entirely parasitic in nature. Meaning that until she is in the presence of some source of potential energy she cannot perform any feat beyond her own human capabilities. In the right conditions this ability on its own can make her nearly invulnerable to hostile aggression. Much like the principles of some martial artists, she uses her opponents force and power against them. The stronger they are the stronger she can become, ramping up by sapping more and more power. Melee attacks are slowed to a crawl, barely impacting upon her so that she can utilize their strength to riposte with her own kinetically augmented blow. Projectiles rarely make it past her fields at all, and when they do, bullets usually would have higher velocity if simply thrown at her by hand then when they finally reach their target.


Kinetic Sensory Perception Fleur d'Amiens cells produce a constant electromagnetic field that stretches out in a spherical pattern from her center of gravity. Objects entering this field in an anomalous fashion are detectable neurologically in a form of second sight. This is not precognition in the sense that she can see future events near her person, but she can sense the movement of objects at the precise moment they connect with her field's radius and react to them accordingly. This has limits of course, human reaction time still requires nerve response and so objects travelling at great speeds, such as firearms or super-speed endowed opponents could take her by surprise if her defensive fields were not yet raised.


Kinetic Strength Augmentation When in the presence of sufficient quantities of force, Fleur d'Amiens can use this potential energy to augment her own physical strength exponentially. Just as with her defensive capabilities, this is also limited by the circumstances. She thrives in battles of attrition. The longer a fight lasts, the weaker her opponent will become and the stronger she will be as a result.


Limitations Since all of her abilities are still subject to the conservation of mass-energy principle, she will always need some form of conduit to provide her with energy to fuel them. Also, because of her need to ramp up her defenses and her damage potential, she is always weakest at the start of any encounter. This makes assassins and specialists at quick, debilitating opening strikes a weakness. If she is unable to absorb or anticipate that opening strike she will be severely debilitated.


Advanced Training


Acrobatics Though she does not possess super speed and inhuman agility, she can augment her motion in various ways to be more maneuverable. She can achieve greatly higher leaps and bounds than most athletes by manipulating the force of gravity's pull. This is difficult to do and rarely amounts to more than a few extra yards of height at a time.


Savate Claudette has some limited training in martial arts but usually relies more on brute force than finesse in attacking as its difficult to control the finer points of ones movement while also directing waves of force. She does employ several techniques of the French Boxing form known as Savate. In particular, the Fouetté kick is exceptionally good at stunning a single opponent and lends itself well to her methods of focusing force at particular points for explosive impact.


Pilot Training Many Fleur's undergo training to operate fighter wings used often in UNTIL operations. Though few are provided permanent individual vehicles this skill is imperative for those missions that demand air superiority. Fleur de Lis's in air combat are ranked among the best pilots in the world. Claudette has served in the Castillon air wing on two assignments. In the last she received some measure of notoriety for what she called the "Ejection Bomb" maneuver. She did a 180 roll and fired herself down upon an enemy bunker with the ejection controls and used the incoming force to turn herself into a human warhead. The resulting damage to anti-air weaponry saved many lives.


"The Falcon"

Fleur de Lis Strike Fighter


Overview "The Falcon" is the name of Fleur d'Amiens personal aircraft. Shipped over from Paris and retrofitted by the best engineers UNTIL could provide to turn this war machine into a crime fighting tool. It is primarily designed for speed, maneuverability, and riot control but retains the ability to deal out lethal force in a true warfare scenario.


Weapon Systems The original rotating machine guns on the fighter have been updated with two feeds, one connected to live ammunition and the other to far less lethal rubber bullets. Both are connected to the main targeting computer for pinpoint accuracy and quick firing solutions to avoid civilian casualties. The Falcon can also deploy two different types of missiles. One air to ground rocket propelled tear gas grenade for dispersing mobs, and another air to air missile for handling more serious airborne threats.


Auxiliary Systems Aside from the main targeting computer and ejection system, tailor made to Claudette's specifications for maximum velocity ejections, there are several other notable components. The Falcon has an advanced auto-pilot system capable of following complex commands via remote. This is useful for retaining air support when the situation demands she leave the craft. It also houses a number of advanced scanning mechanisms for detecting hostile movement, energy readings and thermal emissions at considerable range.


Personal Life

Engagement


Though this occasionally causes some disapproval in the United States, in France it was not difficult to be an openly gay public servant. There were questions asked of her about this from time to time but it was seen in many circles she was viewed as a positive role model to the homosexual community. When it became public knowledge that she was engaged to a member of her squad, a tech specialist and fellow operative, Fleur d'Avignon, named Lucienne Mersault their relationship became quite the toast of the tabloids. They did several interviews on the subject but decided to have a private ceremony closed off from the press in Claudette's hometown of Amiens. This fairy tale story was not to be. In the months leading up to the wedding a tragedy during a mission in Tunisia left several Fleurs injured and Lucienne was killed in action. This event, more than perhaps any other, defines many of the relationships Claudette has today. She has not since had any real romantic involvement and much public speculation has been voiced as to her mental health in the wake of this disaster. Her public image has never fully been able to step out from under this shadow.

Marguerite Baudoin, known to most of the world as Fleur de Paris or Le Papillon, has been like a second mother to Claudette. Though she can over-reach and times and has on some occasions appeared harsh to her, publicly and privately, she does so out of a sincere desire to see her survive in a vocation that all too often destroys those who are unable to weather it. Where Claudette's birth parents are quite warm and supportive, despite the situation, Marguerite can be relied upon to be surgically and brutally honest when the situation calls for it. Claudette has looked up to her since she was a small girl. In many ways it is this former heroes legacy she wishes to live up to.


Seventy Six


Since making the transition to Millennium City, the hero known as Seventy Six, or Ted Beare to the public has gone to great lengths to make her feel at home, both in the Ultimate Guardians organization of which he is a part, and in the city as a whole. Initially uncertain of what to make of this often shy, soft spoken man. She witnessed his efforts in building up a shelter in Westside known as the Phoenix Project and his attempts to offer solutions to those who were forced to turn to crime rather than simple brute force. This has left an impact on her that stays her hand more often than it may have before. Seventy Six is also refreshingly down to Earth compared to the more exotic denizens of Millennium City which makes his company invaluable if for not greater reason than someone to share the same perplexed look when encountering something unbelievable. With so many of her friends and former team scattered across the globe it's been invaluable to make a professional connection with a similar person.
