The Black Legion Organization is an extremely powerful organization of unknown origins. The organization is presumed to be led by Lord Ginga, and its secrecy is so well kept that no one has heard of the name, or even its members.

The only known operative to have shown its power to the world was Danny Yuyan Zheng "The Transplant", who alone, was able to overwhelm the Contingency Initiative, Realmwatch Collective, and terrorize the Earth on a global scale. According to Aaron Hope, Danny was considered "average" for a "measly field agent" in the Black Legion, meaning the members of the organization each has the capability of completely achieving world domination if they wanted to, making them the most undisputed dangerous individuals to ever exist. However, for reasons unknown, the organization chooses to stay in the shadows.

Hierarchy

The Organization is of unknown origins, kept so secret that even the lower ranked members are unaware of the higher functions of the upper ranks, especially Lord Ginga. The organization is divided into several Commanders, who are given the title of Inner Shadow. Each Inner Shadow possesses their own subordinates, known as Outer Shadows who do their bidding. The Outer Shadows will have access to their own subordinates known as Auxiliary Shadows. All ranks of the Black Legion have access to shadow spectres who would assist them in missions.

Each Inner Shadow has access to their own realm to rule. Whether this is in the form of a parallel world with the case of Inner Shadow Jun Gasket, or a mere simple house like Hakah Mah, an Inner Shadow is free to choose whatever facilities they may provide for their Outer Shadows.

Ranking

The Organization places ranks on their members to assist their skill and combat effectiveness on missions. Their threat level also plays in the assessment of an operative in the Black Legion. Additional addendum to the ratings may be added should an agent be considered in between two ratings.

SSS Rating

An operative that achieves the SSS Rating is considered extremely rare, even among the Inner Shadows. This is the pinnacle of strength in the Black Legion. Inner Shadows who have achieved this rating are considered legendary figures in the Black Legion, and the only person who has ever acquired this title is Hakah Mah.

SS Rating

An operative that is considered the upper echelon among the elites in the organization. They are considered one of the most powerful sought after Outer Shadows, and considered a prerequisite to be considered an Inner Shadow.

S Rating

An operative that is considered an S rating possesses the adequacy to be able to command Auxiliary Shadows, and to be able to conduct missions on their own.

A Rating

An operative that is considered an A rating is proficient in combat and missions, but will require a partner, usually at least A Rated to be deployed on missions. This is considered an average benchmark for an Outer Shadow, and exceptional for an Auxiliary Shadow.

B Rating

An operative of B Rating will be considered as one who is more expendable, often acting as an assist. This is the average benchmark for an Auxiliary Shadow.

C Rating

An operative of smaller ability. These operatives are considered only for non combat related missions, and is of the same combat proficiency as a shadow minion.
