Barbara Joanna Scott was born in Nova Scotia, years before the Steelhead Initiative was formed to combat meta-human crime in Canada. Her parents began to worry for their daughter's safety on July 22nd of 1992. Barbara's fledgling psionic abilities took hold when she witnessed Detroit's destruction on the Television, resulting in a tantrum of psychokinetic power. The blast had effectively destroyed the interior of her family's living-room.
Her parents were concerned about VIPER's presence in Canada, and the lack of any organization to combat it. They had decided to move to Michigan, which became very financially beneficial to them as Project Millennium was initiated. Her father's industrial company assisted with the construction of the city, and her mother came out of retirement as the White Osprey, another psychic hero.
Barbara decided to follow in her mother's footsteps at the youthful age of 18, becoming the Blue Osprey. The two fought side-by-side for 5 whole years before her mother gave up the title completely, leaving her daughter to be The Osprey. After this, her mother returned to Canada as the new super-heroine Heron, still fighting crime despite being well into her sixties.
Barbara, in costume, is your standard, confident super-heroine. Out-of-costume, she's quite the opposite. A quiet, mild-mannered woman with no faith in her own skills. Sometimes this side of her shows through when she's in-costume, but very rarely when she's on-duty. She's managed to attain a job she enjoys, and she's glad for that.
All of Barbara's abilities are based in her natural psionic ability. Most often, she uses Tactile Psychokinesis to attain feats of strength that are otherwise impossible for a human. Otherwise, she uses a more basic form of Telepathy to communicate, gather information, and other such things. She uses her abilities responsibly and ethically, however. Never with the intent to kill, and very rarely with the intent to harm others. She uses her telepathy very rarely.
