History

Prologue : Red Savior

During the earlier era of the Cold War, there were several metahumans who proudly faught under the Allied banner, committing acts of heroism, and doing all they could to protect the nation they knew and loved. While the West seemed to be a hotbed, especially the United States, for booming heroes left and right, over in the "East", things were not as easy or spontaneous. Directorate Black-12, was a project located in the at the time top-secret city of Larisagrad that focused primarily on superhuman soldiers and research related to them. Deciding that they needed projects to speed up the progress, a Commander related to the project, by the name of Leonid Tokarev, sought clearance from the proletariat bureau to create a brand new project that may possibly try to tip the scales as fast as possible. His proposal allowed his idea. Project "Krasnyy Spasitelya" (Red Savior) was to use harvested genetic material from several prominent heroes from both the East and the West, to take their genetic abilities and templates to create far more effective super soldiers. Using several spies, soldiers and sights of combat between metahumans and other powered beings, his scientists would grab DNA from several sources. As they would gather the samples, they would try to not only break down the coding, but apply it into another who was not as fortunate to have powers.

He got the clearance he was looking for. Even after he started off the books to do so.

In 1964, he officially initiated his project, and had started breaking down genes. Aiming to give the subject at the bare minimum Superhuman strength, speed, dexterity, stamina and reflexes. If they were to gain something else from some of the other genes that were in the pool, then he was fine with that. It only mant a better soldier. With that the first volunteer, a Private Ivan Yurkov surrended himself to the process. It was a cataclysmic failure. Moments after the gene therapy had begun, his chest burst open due to his heart more or less turning into a bit of a bomb. Indeed, it was a failure. Not deterred, Tokarev continued to grab many different soldiers, about 9 others(initially all male, but when they had gotten to numbers 6 - 10, they did them in male and female pairs) and all died a horrible death. It was then he realized, no matter how the approach was changed, it would not work on already living people... he would need to take it a step further in order to ensure the success.

Birth

With the mid 70's in swing, and the 10 failures before, Commander Tokarev had decided his approach would need to change even more dramatically. They had to create...and grow these soldiers. Properly, for at the time, the Union believed they would be around until the end of time. With their work cut ahead of them, their breakthrough came in 1977, when their first embryo was created. Naming the child Warrior XI, they had decided that they would attempt the process a few more times, hoping the potential would be greater with each subsequent child. While XI was a successful birth, even in infancy, he showed very violent tendencies. In 1978, Warrior XII was born, a baby girl that while she showed less tantrums, her tantrums were far more violent. Feeling they had the right mix, in 1979, Warriors XIII, XIV, and XV were born. With each child, they needed a name, for if they were to function, they were each given names, while each child was given to different pairs of agents who would in cover pretend to be the child's parents. Warrior XIII, born September 9th, was a girl, named Kira Anfisa Putina. The two agents she was trusted to, were named Ivan Datsik and Irina Gribov, a pairing who in their mission history managed to have a 87% success rate, something not many were capable of. Giving them the cover of two simple city workers, a coal miner and a cook, who lived near Leningrad. While they braced to have a child who was as vicious as the first two projects other pairings had gotten, Kira was different. The girl was if anything docile, something Commander Tokarev thought it screamed weakness. If she was calm now, would she be ready at her older age to handle the pressures of the field of battle?


Childhood and The Drafting

From the surface, it looked in Kira's eyes she had a rather normal childhood. Outside of the fact Kira's "mother" and "father" worried for her health a lot... which was how she took it. But behind the scenes, Datsik and Gribov were doing their best to report anything they saw in the child. The pair ensured Kira was taking harder courses in class, that she did more sports as a child, like her tomboyish demeanor showed. Football, baseball, and gymnastics were some of her forte's that she took pride in. With each subsequent visit, Commander Tokarev would read the girl's statistics, hoping she would in turn. While Kira just saw it as enjoying some hobbies, she did not realize it was veiled ways of the program to see what she was capable of. When she had reached the age of 9, her abilities had begun to manifest. Jokingly pushing against her father's car not expecting it to budge, she managed to not only push it, but enough so that she pinned it to the wall. Kira was completely shocked by what she had managed to do, but her "parents" knew full and well what was at hand. They just needed to act surprised themselves.

Tokarev received the call, and started what he called the second step of the plan. With their abilities developing, he would bring in each of the five and have them trained by the military, with the eventual plan of having them as superpowered deterrents in what he kept speaking as "The Eventual Fall of the West." But as projects XI through XV were brought in, they had noticed the differences in capabilities and potential. While XI and XII were both very capable, their wild nature only had worsened with age. Their strength was somewhat above normal human norms, but XI developed fire based abilities, while XII developed Electric manipulative abilities. While the first two had moderately high expectations, the ones for Kira and the others of her generation were higher. Tokarev was infuriated with what he had come across. While XIV and XV were showing a far greater range of abilities and traits, Kira herself, was more or less, arguably the weakest out of the group. Her strength was roughly at 5 tons, her agility somewhat good, and she could at least handle falling from a 5 story building. As compared to the other two her age, who were doing what Tokarev considered far more exemplary feats. Deciding to continue as planned, despite his disappointment, Tokarev had Kira and the others drafted into the army, telling the children they would maybe see their parents again one day, but were allowed to chat by letters. While Kira cried in disdain, her parents reassured her that they would keep in touch. She had hoped she would see them again, after many letters were sent... but little did she know she would never see them physically ever again after that day.

Commander Bravda and The Fall of the Union

Tokarev once getting the genetically enhanced teens and pre-teens within the service, he assigned each of them a specific handler, and also assigned them to different units, thinking he could get the best results from this. Kira's handler was a Lieutenant Commander by the name of Vanko Kitko, who did his best to adhere to his orders. While he was read into just what Kira was, he was ordered to not reveal those details to whomever Kira was assigned to. After basic training, the now 12 year old was taken to her assigned commander. One Zuzana Bravda... she would become probably one of the greatest influences if not THE greatest influence of her life.

Unlike mother members of the team that were probably better off in jail or worse, Kira was a welcome change to the group. Kira was trained very harshly, going through intense and rather grueling training with the woman that still to this date she still calls "Commander" despite them not being in the same unit anymore. Things Kira did not think she was capable of, became possible, and it was like she was taken somewhat under Bravda's wing. The youth was inspired by the fact, that even though this woman did not have powers, her personality, her demeanor, and her presence commanded respect. Kira did her best to follow her commanders orders down to the wire, even when she doubted them slightly, she would throw herself into the proverbial fire.

But as well as the unit functioned, even while holding their own in skirmishes against other metahuman teams that were not of the U.S.S.R., like their what were considered main nemeses the "Ulti-League", things were not meant to last. While on the surface, Gorbachev had finally dissolved the U.S.S.R, there was still clashes being held that were off the books. The woman Kira respected had up and disappeared after an incident, the situation never explained to her as she heard of the group being disbanded while in one of her briefings with Liutenant Commander Kitko. The fact she was no longer around her bit of a older sister / surrogate mother anymore, hurt her. But Kira realized things happened for a reason, and with hope, they would cross paths again. While the time was tough, the letters from her "parents" kept her at peace.


New Expectations, Kitko's Face, and Reemergence

Tokarev's frustration began to boil. With the fall of the union, went his funding. Many of his questionable decisions were coming back to haunt him. Warriors XI and XII, at the time known as Red Flag and Molniya had both not only been dishonorably discharged from the army, but while Red Flag became a supervillain who died in combat, Molniya had been arrested and was awaiting trial. Kira, as Madame Stalin he felt was a large failure due to the other two who were born at the same time as she was, Red Savior (Weapon XIV), and Nerushi (Weapon XV) had not only surpassed Kira's own abilities, but were better accepted by the populous. The day he was to be brought before a tribunal for several unethical things that had been brought to light, Tokarev had left a list of orders for members of his unit to carry out before he willingly committed suicide.

Upon Tokarev's death, Kitko became not only Kira's handler, but the handler for Yuri (XIV) and Sasha (XV). Kitko was a big fan of Bravda's work, and thought Kira was very receptive to it. Deciding to help develop her by training her physically in attempts to have her try and keep up with her "siblings", Kitko had a plan. While she was being trained, he would try to help promote her image. So instead of her looking like a young teen who was maybe sometimes biting off more than she could chew, he would have her look like a young representative of Russian Pride. As she went along this journey, like always, Kira sent letters to her parents, getting responses here and there. Not as frequently as before, but enough that it brought her joy.

Her growth in ability was slow, but her experience and training from Commander Bravda helped her make up for her shortcomings in spades. Kira had managed to slowly, but surely win over many of the Russian public through her kind demeanor and great pride for her country that was supplemented by an iron will, and an iron fist that would smash through many a thing. From combat against terrorists to those who sought to damage Russia, to other enemies foreign and domestic, she had done her best to help fight the good fight. By the time Kira had reached 22, Madame Stalin was a recognizable name in many households, and Kitko was not done yet.

Round Two With Brunhilde and Landing in Millennium

With Kira's active duty in the military more or less at its end, she was content on focusing on schooling and shifting her focus on heroing full-time. Kira loved her people... her home, her nation. But she felt she could bring the values and discipline that had been instilled into her, on the road, against other villains, and to remind other nations, that Russia too had their great heroes and not everything decent was from America. Upon deciding on this, she went to the man who had watched her since her youth, and had asked for his blessing on her journey. On the surface, he gave her his blessing, but things were never that easy, so shortly after she had left Russia, Kitko had ordered to have people check out her every move. It was not that he didn't trust her, because he fully did. But in order to protect Russian interests, he had to do what he was ordered to do in order to grant her request.

As she left Russia, Kira found herself in Belgium when she had crossed paths for the first time, against a woman that would come to help define herself as a hero. Kira herself was taking in the sights, when a group of diplomats had been kidnapped for ransom by a group of Neo-Nazi soldiers led by a woman of immense stature and build named Brunhilde... but what surprised her was this was not the Brunhilde she remembered from her youth. This woman was massive... while her durability and strength once again surpassed her own, but she was now far more imposing than before. As she remembered from their original encounter after her old unit disbanded, while she barely won the fight against the at the time teen soldier, she managed to hold on using her skills. Not giving it a second thought, Madame Stalin leaped into the fray, taking on the team to the best of her ability.

Kira had managed to best the majority of the team, but once again, it came down between her and the German Powerhouse. With every blow Madame Stalin managed, Brunhilde hit her with one that would rattle her body and bones. Despite being overpowered by the German, Kira's resiliency and heart kept her going, and through perseverance, succeeded, which gained her added support from other members of the heroic community. Through all this, Kitko took notice on what was being said, and simply spoke the words to her, upon meeting her after the incident, "...Maybe it is time for you to emigrate to America." Kira at first questioned his query, but realized there was a lot of super powered crime in America. What better than to at least continue spreading her message of peace there. Her wandering ended, within months and some searching, she found herself in Millennium.

Covers and Coming Upon a Familiar Face

Unlike her travels in other nations, Kira had to find a legitimate place to stay if this was to work. Settling for a small apartment in Westside, the nation that was often said to be evil in her childhood...was now where she for now, called home. Not one for wasting time, while the city was still somewhat recovering from the Qulaar crisis, Kira suited up as Madame Stalin and did her best to assist with the clean-up efforts.

Kira is a very welcoming sort, who for all intents and purposes is a bit of a humanitarian. If she's able to help lift someone's day by trying to tell a horrible joke, she will. She doesn't often wears her troubles on her sleeve, but she's always open to helping people out anyone within her power. In terms of her heroing, she takes it very seriously, and is a bit of a perfectionist when it comes to the art of saving people or honing her body. She's quick to try and learn from others if they have something that could help her better her performance. But while she is incredibly kind, there is a bit of a naivety about her, which can hurt her due to her very trusting nature. While she is the type who forgives and forgets, she does not let herself get burned too many times.
