Storm Watch is a 29-year old storm summoning metahuman. In his civilian life, he is an attorney who specializes in family, criminal, civil rights, and appellate law. He currently lives in the Downtown area of Millennium City.

Personality

This man can be characterized as level and cool-headed. When everyone becomes frantic over any given situation, you can count on him to be cool, calm, and collected. Internally however, he can be passionate and can be quite ambitious with whatever he sets his heart out to do. Oftentimes, he becomes the voice of reason when all reason has been tossed out the window. He's quite friendly, respectful, and insightful.

When he is under any kind of distress, however, he tends to overwork himself in an attempt to forget and not think about said distress. When this happens, it can take a toll on him. When under this condition, he tends to be on auto-pilot and it takes quite a bit to get him out of this horrible routine.

The Life Of...

The Early Days

Storm Watch was born as Christopher Jason Cleveland on September 25, 1983 in Sacramento, California to mother Alice Almaden-Cleveland and father Charles "Chaz" Cleveland. His father was a successful banker for Union Bank of California and his mother was a nurse practitioner for Sutter General Hospital.

Chris would become an older brother at the age of 4 and have a younger brother his parents would name Cidney James. During their younger years together, Chris and Cid would get along wonderfully.

Overachiever

As Chris was growing up, his parents would discover that he was becoming talented in athletics, music, and academics. Throughout elementary school, Chris was getting straight A's, always participated in sport-related activities, and was naturally learning how to play the piano by ear.

It would continue into his junior high and into high school. In his junior and senior year of high school, he was the captain of the varsity basketball team, he was in a jazz club, and graduated high school with a cumulative GPA of 3.93 (out of 4.0) which puts him at the top 10 of his graduating class.

Conflicts & Surfacing

As Chris was focusing more on his career path, he was starting to notice that his younger brother Cid would slowly close himself off even more from him than usual, even more so at this point than when Cid was being bullied. As time went by, Cid became more aggressive. Mean words and insults would be thrown towards Chris. Chris wasn't exactly sure why he was doing this but he had his hunches. And this was honestly tearing Chris apart. He wanted to know what was bothering Cid so they could talk it out but Cid was being very distant.

Soon, Chris would realize what was going on. Chris knew that his parents had been praising him for his efforts and achievements. Their parents really haven't said anything about Cid all this time, and figured out that Cid was becoming jealous.

Chris was finally confronted about this. Emotions were raw for Cid as Chris was being yelled at for this. But Chris couldn't take it anymore. He yelled back. They were yelling at each other. He showed his guilt in making Cid feel the way he did. He never meant for any of that to happen.

The parents just watched everything happen hoping that Chris would be able to get a hold of the situation and calm Cid down. Unfortunately, that did not happen. And things were about to get worse.

It would appear that Chris would begin emitting electrical sparks. It would also appear that Cid would begin flaring up in flames. Before either parent could get a hold on this situation, a small explosion would take place. It would effectively ruin their home, though they would stay safe.

There would only be one explanation for this: their powers surfaced.

Outside Help

After the explosion occurred, parents Chaz and Alice scrambled into the destruction that was their home. (Thankfully, they had home insurance so everything would be okay, given some time.) While everyone stayed safe, both Cid and Chris lost consciousness. They were immediately taken to Sutter General Hospital to be treated for both burns and possible frostbite. Miraculously, they escaped unharmed.

Of course, the doctors there would be completely puzzled. Their house blew up. How come the parents and the kids escaped completely unharmed? Chaz and Alice decided that they couldn't hide this anymore from their kids. With permission, doctors ran test after test after test to see why they escaped the situation barely scathed. As it turns out, their genetic make up was very different. Their unnatural hair colors should have made this obvious. Of course, the parents did not look surprised.

The parents were made aware that there are very few facilities in California that could help both Cid and Chris. There are, however, other places in the country that can get them help. All the doctors here could do was keep them in a stable condition, though there are doubts how long they'll be able to keep the stability. One doctor did suggest to them that there is a city in the country that was far more advanced than the rest and is more than sure that there is a facility there who'd be able to help them. One of the doctors recommended them to a facility located in Millennium City, Michigan to help them get acquainted with and fully control their abilities and even went as far as suggesting to the parents that they do the same.

Never Keeping Secrets

It had been long-time coming. When Cid and Chris were stable enough, a confession from their parents was not something either of them were looking forward to. Especially since they were taken to the middle of Discovery Park. Chaz started the confession and showed what he could do. He could create rain clouds, lightning and thunder, and he could make it snow. Alice then continued and showed what she could do. She could make it rain, also. But with flames. She could create fire at will. They both showed that they could also fly.

Both Cid and Chris were floored. They could do that? Really? They could. Chris demonstrated that he could create winds, thunder, and ice. Cid demonstrated that he could create flames. As they were instructed to be responsible with them, the parents dropped another bomb on them saying that they needed to leave Sacramento as soon as possible so the entire family could get help with their powers. Arrangements have already been made for them to leave whenever the family was ready to go to Millennium City. Both Cid and Chris were given a few days to say their goodbyes to friends and to pack up what little they have left after their house burned down.

Becoming Accustomed

It wouldn't take long for the entire family to make the move. On October 10, 2005, the family would finally move to Millennium City, Michigan. It would be a little difficult for them to settle in since they were in very unfamiliar grounds but they acclimated fairly well. Chris had just graduated for his bachelors in liberal arts and began studying law in UMMC (University of Michigan, Millennium City) while making routine and frequent visits to their family doctor who specialized in human mutations and genetic make-up changes. Thanks to their family doctor, both Chris and Cid would adjust well with their mutation and make a life for themselves. They would also slowly learn to cope with their differences and Cid would be able to come to terms with the situation, bonding them closer.

Currently, Chris is an attorney at a law firm that specializes in criminal, family, and civil rights cases that caters to the superpowered populous of Millennium City. Because he now has control of this powers, he has created a superhero persona under "Storm Watch" helping the city where he can. While Chris himself is a registered superpowered being, there have been no legal or public ties made with his superhero persona.

Just what is Chris capable of doing?

Weather Manipulation

Chris' mutation has given him the ability to control and even create the weather. How does he do this?

Oxygen and Water Vapor Manipulation

Due to his mutation, Chris can control and create oxygen molecules and water vapors around him. With the right manipulation, Chris can control and even create weather conditions in his surrounding area. With the right amount of concentrated moisture and temperature, Chris can practically create any weather that he wishes.

Temperature Control

Chris can also control the temperature of the air around him. This determines what sort of weather he is creating. He can make the air as cold as -10°F (-23.33°C) and as hot as 90°F (32.22°C).

Wind Manipulation

Chris can also control the speed at which the vapors and oxygen molecules are moving. This results in windy conditions. At will, Chris can fire off blasts of winds to keep his enemies at bay and keep them off of him.

Snow Storms

When creating or manipulating water vapors and the air around Chris is below freezing (32°F/0°C), Chris can successfully make it snow. Add on some wind factor and he can create a fairly blistering squall or blizzard.

Rain

When creating or manipulating water vapors and the air around Chris is above freezing, Chris can create a pressure system and successfully make it rain.

Thunderstorms

When creating or manipulating water vapors and the air around Chris is warm, he can push the warm air towards the collected water vapors. With enough heat and moisture, he can create a pressure system and precipitation. With enough turbulence, lightning can result in this storm. And sometimes, lots of it.

Flight

With the correct manipulation of oxygen molecules, Chris can create air around his very self and take flight. This is perhaps the one power that he abuses quite often.

Underwater Breathing

Chris can manipulate the water molecules while under water and make himself be able to breathe underwater. The water pressure, however, can still crush Chris if he goes down deep enough.

• In addition to being academically, athletically, and musically inclined, Chris is also able to cook well. He is able to cook a number of dishes from southern cuisine, some Asian dishes, and even desserts.
• He tends to sing and hum while he cooks. Yes, he can sing quite well.
• Chris is an excellent pianist. He plays by ear and has never taken any lessons in them.
• Chris is a fairly private person. If you ask him a very personal question, he'll hesitate to answer unless you're already a good friend of his.
• It is very difficult to make Chris angry. Very. But once he does get angry, prepare for total meltdown.
• Once Chris is distressed and goes on his auto-pilot of working and overworking, it is quite difficult to get him out of it. Cid seems to have been successful at getting him out of it every time, however.
• When Chris is together with Cid, they are often mistaken for twins. Remember, Chris is 4 years older.
• Despite his flaws, Chris can be considered a trophy boyfriend/significant other. He has a very well-paying career, he lives on his own, he is a stable and level-headed individual, and he's the kind of person that would go to the ends of the world for you.
• Chris lives in a very nice penthouse in Downtown Millennium City. It's very rare that he gets visitors. (Not counting his brother Cid, of course.)
• Despite Chris' hair looking like a very good dye job, he can assure you that his hair color is real. If one still has doubts, they can check his chin stubble or the hair follicles on his arms.

Chris has odd tastes in music. Then again, he sings himself. Most songs that he listens to are songs he likes to sing himself.
