Lev Balakov, better known as SURGE, is a metahuman with the rare ability to generate vitality. This gives him the power to do stuff like boosting another metahuman's abilities, regenerating organic matter and unleashing blasts of raw energy. He is also the son of a crimelord, a former villain and a convicted felon, but all of that is behind him now. For the most part anyway.
