Lev Balakov, now known as Surge, is a metahuman with the rare power to generate vitality or life force. His abilities include boosting another metahuman's powers, regeneration and unleashing blasts of energy. Lev is also the son of a supervillain, a former villain himself and a convicted felon who agreed to work for UNTIL in exchange for his freedom.

Lev Balakov is an animated, energetic and impulsive individual. He is both easygoing and easily distracted. Despite his villainous upbringing, the not-so-outstanding young man has managed to maintain a surprisingly optimistic outlook on life. Lev seems determined to not waste a single moment of his newfound freedom.

He definitely has no shortage of bad habits. Lev still struggles with concepts such as personal possession. And following the rules is definitely not an area he excels in. Doing the right thing, no matter what, is tough.

At times Lev does seem conflicted, but considering his rather sudden and drastic transition from villain to hero it only makes sense for his moral compass to sometimes be spinning. And while the humor and happy-go-lucky attitude are no doubt in part also coping mechanisms, there does appear to be a pretty decent kid beneath all of it who genuinely wants to make up for his involvement in his family's many terrible crimes.

While he has truly come a long way since he ended up in prison, Lev is still very much a work in progress.

Energy Blasts - Surge can generate vitality and unleash the excess energy in the form of directed energy blasts. The effect is often described as a bright, vermillion tinted blast or beam of sparking energy, usually fired from the palms of his hands, that creates a shockwave or knockback effect on impact.
This ability does exactly what the words energy blast suggest. His blasts release their energy on impact, unleashing a concussive force equal to the amount of energy that Surge put into the attack. The energy blasts do not cut through materials like a laser beam and do not produce enough heat to start fires with.

Enhanced Stamina - Because Surge can generate vitality, he pretty much has an unlimited amount of energy and always finds himself in peak physical condition. Only his stamina exceeds human standards.

Power Sharing - Surge can transfer the vitality he generates through physical contact. A regular person would simply feel revitalized, as if their energy levels are suddenly peaking. But for most metahumans this also means their meta abilities receive a temporary energy boost. The metahuman in question may find themselves temporarily (or as long as physical contact with Surge is maintained) empowered and able to make use of their powers at their maximum potential, without having to exhaust themselves.
