Overview
The Parole Program of Wayne County is a very offical sounding name for a very illegal back door program within the Wayne County Judical system funded by an exculsive clintele. People in need of violent criminals turn to the program to purchase recruits. After money clears in accounts of the shadowy Mr. Ward, the pick up date is set. The prisoners that are part of the program never know it. They just find themselves with an opporunity to escape confinement that leads directly to transportation to move them away from the jail.
No one knows who Mr. Ward is, though some vigilatnes that work the cities West Side on a near exclusive level suspect that there at least three different Mr. Wards, one of them female.
With most media focus directing to the jails security problems, there is currently no public knowledge of this program.

This organization may be used by anyone that wants to have convicts as nemesis henchmen. The point of there being multiple Mr. Ward's is that this organization exisits on some level as a trope, and cannot really be shut down, barring a great story that invoves a fair segment of the community.
