V.I.C.T.O.R. stands for Virtual Interface for Combat Training and Operations Research. Among the most advanced training facilities in the world, it was created and is jointly owned by The Derlith Corporation, Lycurgus Technologies, Academi, and Harper Security Solutions. The roots of the project began at The Derlith Corporation, with a different purpose in mind: a proposed upgrade to Stronghold Prison's power suppression systems. Using psionic technologies, the system was designed as a non-lethal fail-safe to prevent riots and breakouts by pacifying the inmates through illusion and sensory manipulation. While the idea was initially met with enthusiasm by PRIMUS and much of Stronghold's staff, it was canceled amid a sea of outcry from various humanitarian organizations who saw the project as an attempt at mind control and brainwashing. Seeing the technology's potential for specialized military training, former PRIMUS agent Jason Harper used his connections to arrange a meeting between the CEOs of the Derlith Corporation, Lycurgus Technologies, and Academi. The meeting went well, with all parties agreeing on the projects potential, and work on the facility began less than a month later. His role in and shares of the project were what provided Jason with the funds and credibility necessary to start his own PMC.

The foundation of the facility's functionality is The Derlith Corporation's psionic technologies paired with the power suppression systems utilized by Stronghold. A host of other technologies compliment these systems, including but not limited to holograms, force generators, and Lemurian Ignaetium technology. These technologies work in conjunction to create perfect simulations of virtually any combat scenario the user can conceive. Ballistics, 'elemental' powers, and even arcane energies can all be simulated for use by and against the users.
