I've been a fan of magical girl anime for a long time, since I was maybe 13 or 14. Phoebe came about after a marathon run of Mahou Shoujo Madoka Magica, which is by far the most refreshing and gritty takes on the magical girl genre I've ever seen. If you've never seen it before, I highly recommend you give it a try. Like the girls featured in that show, Phoebe has found that these powers of hers aren't all sunshine and rainbows. Her situation can be summed up as not all choices are good ones, and that you have to make the most of what you can from the consequences. As with most of my characters, the intention is to play the genre in a more realistic fashion than often seen in mainstream animation and comics.

Personality
Determined and driven would be the best way to describe Phoebe. When many people would simply shut down after finding out life as they knew it was just gone, Phoebe used that as fuel to push herself into a new life. This isn't to say she isn't bitter about her lot in life. There's definitely that. She broods over what happened, and she's bitter that she can't have her old life. She's really good at bottling up those emotions, and is very rarely prone to outbursts. Normally, if it gets to a point that she just can't shove her emotions down, she'll try and go somewhere private to vent. Despite her ice queen reputation among her peers, she is probably one of the most loyal and trustworthy individuals out there.
Phoebe can be...I would hesitate to call her masochistic. She's well aware of the fact she's invulnerable, and well aware of the fact she can't feel pain, and as such she pulls stunts that would be considered reckless and even stupid to anybody with half an ounce of common sense. Such actions are not taken senselessly, but taken out of necessity. If taking the direct approach is dangerous but can end a conflict, she'll take that direct approach, because she knows she can walk away from it whereas others can't.
Abilities
Transformation: Like any good magical girl, Phoebe can transform her civilian clothing into highly impractical looking frilly dresses and skirts. Thankfully unlike most magical girls, there's no lengthy, sparkly process to do so, and no words needed to trigger it.
Anti-Wardrobe Malfunction Field: ...teasing there, but it is worth noting that whether it's the magical nature of Phoebe's abilities and the way she came into her powers, those impractical frilly costumes of hers don't hinder her performance as a hero.
Super Strength: Phoebe has super strength, and the degree of her strength is largely tied to the phases of the moon. Her strength ranges from barely able to lift a motorcycle while under the influence of the New Moon, to able to easily heft a military tank over head while influenced by the Full Moon. Staying in lunar theme, during the day her strength is at about the same level it would be while affected by a New Moon.
Heightened Agility and Speed: Phoebe is faster and far more agile than the average person. This is not tied into moon phases.
Limited Invulnerability: When it comes to being burned or crushed or hit, she's kind of like a Kryptonian. Bullets bounce off of her, and even in the worst of fire fights (both figurative and literal), she can walk out without even a scratch on her. This invulnerability is limited, however, as she's not immortal. She can drown, suffocate, become dehydrated, starve to death, and she can get sick. In fact, getting sick presents its own unique challenge, in that if she requires any sort of injection, the needle won't penetrate her skin.
Insensitivity to Pain: Phoebe doesn't feel pain when she gets hit with a forklift or gets set on fire or is shot at. This, coupled with her invulnerability, makes for a heroine with very little regard for personal safety. The downside is that at times, she forgets that other people can feel pain.
Teleportation: Phoebe has the capability to teleport, though she has yet to do so. She needs to know where she's going to get there. She does not know how to do this just yet, and the intention is to learn this through the course of RP.
Weaknesses
Lunar Eclipses: Phoebe loses all of her abilities during a lunar eclipse. All of them. Which is why she tends to just stay indoors when these occur.
Equipment
The Seal: When she made her deal with the entity, a crescent moon tattoo appeared on her chest. This is the seal of the pact she made with the entity. The seal becomes an amulet that rests on her chest when she transforms into the Lunar Guardian.
Energy Shield: This shield sort of just seems to hover above her left wrist, and can be expanded to protect her body. With her invulnerability, it seems pretty redundant, and she tends to only use it when getting in front of others to shield them from attack or to bash people in the face. While it's plausible that Phoebe could extend the shield out to protect multiple people, she has yet to do so. We'll have to see where RP goes to see if she ever finds that out.
Staff: Phoebe wields a staff nearly as tall as she is, comprised of a virtually indestructible material. The shaft is long and gnarled looking. The material seems to grasp and clutch onto a large crescent moon at the top of the staff.
Backstory
Phoebe's home was destroyed during the Qularr Invasion in 2009. She was found gravely wounded by search parties, and spent the better part of 3 years in a coma as a result of those injuries, listed as a Jane Doe when no family members stepped forward to identify her. In the early part of 2012, an entity pulled her consciousness into another plane and proposed a deal. This entity would heal Phoebe's body and restore her memories, if she would agree to become this entity's champion on the mortal plane. Phoebe, pretty eager to no longer be in a coma, agreed.
Phoebe made what the doctors called a miraculous recovery. When she awoke, she had no idea that she was the only member of her family that survived the invasion. Her home was gone, her friends moved on. Everything and everyone in her life had continued on while she was in her coma.
Unsure what else to do, she channeled her emotions into learning about her powers. Due to the moon theme so prevalent in her costumes, she adopted the name Lunar Guardian. While she has some measure of control of her new abilities, she is still very rough around the edges when it comes to using them properly. A lot of what she has learned has come from a trial and error process, with a lot of errors mixed in there. Right now, her focus seems to drift from honing these abilities to identifying the source of these abilities.

• Familiar or associated with lunar deities? Lunar Guardian has subtle nods to a number of different lunar goddesses, though nothing that would associate her with any particular one.
